About the Job
The Riverside County Flood Control and Water Conservation District is seeking an Engineering Technician II to conduct thorough field inspections to ensure compliance with regulations, project specifications, and district requirements to support the Emergency Management & Government Affairs Division.
The Engineering Technician II will primarily be assisting the Registered Civil Engineer in performing both continuous and/or periodic on-site technical and quality control inspections on District public works and federally funded drainage projects during construction. District projects include, but are not limited, to dams, levees, basins, channels, reinforced concrete forms and finishing, street and roadway construction, land grading, installation of precast concrete pipe and box culvert, sewer and waterline repair, traffic control, trench safety, and air and water quality protective measures.
The Engineering Technician II will read and interpret complex construction drawings, specifications; detect and locate deviations from plans and specifications and inferior materials and workmanship; interpret and explain code, plan, specification, or contract violations, and take appropriate working measures to enforce correction; and determine feasibility and make appropriate recommendations for changes to contracts.
Excellent record-keeping skills, the ability to work independently, and basic computer software experience are essential. Competitive candidates will have experience with PDF editors and/or CAD software, concrete field testing, and coordinating closely with the United States Army Corps of Engineers (USACE) and/or Division of Safety of Dams (DSOD) personnel to perform construction inspections. Experience working on a construction survey crew or as a grade checker is also highly desired. Relevant technical training and certifications, such as Air Quality Management District (AQMD) dust control classes, Construction Stormwater General Permit, Qualified Storm Water Pollution Prevention Plan (SWPPP) Practitioner, and American Concrete Institute (ACI) Concrete Field Testing Technician, are also valuable.

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.
EXAMPLES OF ESSENTIAL DUTIES
FLOOD CONTROL:
• Conduct routinely scheduled maintenance inspections of all federally funded facilities and California Department of Water Resources, Division of Safety of Dams (DSOD) regulated facilities currently under the District's maintenance program, document observed deviations from as-built conditions, and recommend rehabilitation alternatives to the District's Operations Division.
• Establish and maintain effective and cooperative working relationships with contractors, public officials, and others.
• Ensure that construction complies with plans, quality control specifications, contract documents, and all applicable federal, state and local building codes, ordinances, and regulations.
• Observe work in progress to ensure that material used conforms to specifications; follow proper procedures and perform accurate computations related to on-site materials sampling, and soil compaction testing as well as laboratory testing and analysis.
• Coordinate and work closely with the United States Army Corps of Engineers (USACE) to perform Construction Inspection duties for federally funded construction projects that will be operated and maintained by the District.
• May be assigned to perform off-site inspections at pre-cast concrete structure manufacturing plants.
• May assist Principal Inspectors to prepare and maintain job records, including quantities records, daily logs, schedules, monthly and final payments, change orders and all records necessitated by law.
MINIMUM QUALIFICATIONS

OPTION I
Experience: Three years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for up to two years of the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)
OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree in surveying engineering or civil engineering.
OPTION III
Experience: Three years of sub-professional civil engineering experience. (A valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of the required sub-professional engineering experience.)
ALL OPTIONS
Knowledge of: Mathematics including algebra, geometry, and trigonometry; the basic practices of engineering design and construction, traffic control and land surveying; manual and automated drafting techniques; field and office procedures relating to hydrography; procedures related to construction inspection.
Ability to:Read and interpret legal descriptions, engineering drawings, survey notes, and tract descriptions; assist in the preparation of designs, plans, estimates, reports, and specifications; collect and analyze traffic, transportation, hydrologic, and other data and prepare reports, interpretations, and recommendations; compile and enter data into the computer system for computer-aided mapping; perform survey field work, inspect public works projects and subdivision tracts; maintain effective relations with others.

Other Requirements
License: Possession of a valid Class C California Driver's License is required for traveling to various inspection sites.
Physical environment
The Engineering Technician II will perform physical work outdoors throughout the year in Riverside County and be exposed to inclement weather. Some duties will be performed on construction sites on uneven/sloped surfaces. Inspections may involve getting close to the ground and ascending to inspect work or materials at higher elevations.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
