About the Job
Duties * You will serve as the Installation Energy Manager (IEM) performing the duties of program management, energy project planning, and monitoring of program execution. * You will act as Contracting Officers Representative (COR) for Resource Efficiency Manger (REM) and Financed Energy Project contracts. * You will support the Installation Commanding Officer (ICO) and PWO in supporting energy and water mandates and achieving installation specific energy reduction goals. * You will keep abreast of emerging energy efficiency and renewable energy technologies. * You will perform installation energy and sustainability planning in alignment with preestablished region/installation energy goals and higher guidance such as OPNAV Shore Energy Management Instructions. * You will use templates to develop the Installation Energy and Water Plans to support energy mandates and achieve installation goals and coordinates execution of the plans. * You will plan, coordinate, conduct, and track installation energy audits/studies while oversees and managing audits, energy surveys, feasibility studies, and detailed energy studies. You must be able to travel on military and commercial aircraft. * This is a bargaining unit position. * You will be required to obtain and maintain a registration as a Certified Energy Manager (CEM) within 24 months of appointment. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performs installation energy and sustainability planning and metrics in alignment with region/installation and higher guidance such as OPNAV Shore Energy Management Instructions, CNIC Energy Instructions, and NAVFAC Energy guidance to establish installation energy goals; 2) Collaborates within Public Works and with facility managers to promote energy and water efficiency across the installation and recommends process improvements to affect energy savings; 3) Coordinates training for design professionals, maintenance personnel, and installation personnel on energy technology and efficient operations; 4) Coordinates, conducts, and tracks commodity consumption reports and trends to prioritize efforts to reduce consumption; and installation energy audits ensuring results are used in energy project development; and 5) Provides energy SME support, including Measurement and Verification planning and validation, during design, construction, and performance for energy projects.
