Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.
We are seeking a highly skilled and experienced Engineering Technician to join our team at Camp Lemonnier, Djibouti.
As an Engineering Technician, you will monitor design-build and design-bid-build electrical projects of varying complexity, up to and including the construction of a 27 MW electrical power plant, diesel generators, fuel farm, storage tanks and additional support facilities (P332/P334), for adherence to contract documents, provisions and applicable trade and safety standards.

Duties and Responsibilities:
- Conduct regular visits to project sites to review construction work is in compliance with the contract requirements including the design, Unified Facility Criteria, and safety requirements. Prepare a Quality Assurance Report (QAR) for each site visit
- Attend meetings including but not limited to post-award kickoff meetings, weekly QC/Owners Meetings, 3-Phases of Quality Control, Partnering Meetings, and construction conferences. Contractor personnel must have a government representative present at all meetings with construction contractors. Government attendance can include via teleconference
- Support the review/approval of government approved technical and administrative submittals including but not limited to contractor’s baseline and monthly updates to the critical path schedule, test plans/reports, performance verification tests of major systems
- Review and comment on constructability reviews of plans and specifications
- Review construction contractor compliance with quality and safety requirements and document need for corrective actions
- Review construction contractor’s daily reports for thoroughness and accuracy and check for any discrepancies. Maintain reviewed copy of reports in the electronic contract file
- Notify Government Construction Manager and Contract Specialist of items that may result in changes to contract value or duration. Evaluate potential solutions to the issues and support the preparation of Government estimates
- Monitor the construction contractor’s execution of required equipment and material testing, performance verification testing, systems commissioning and analysis in accordance with the contract requirements, review for compliance and make recommendations for corrections
- Monitor the closeout process including punch list preparation and completion, testing and startup of major systems, and final acceptance
- Monitor construction contractor’s updates to as-built drawings and verify that they are maintained regularly in accordance with contract requirements; verify that a complete set of as-built drawings is turned over at the close of the contract. Make reports of any updates that are not completed timely and make recommendations for corrections
- Review and monitor project schedules for construction progress with emphasis on milestone completion dates, phasing requirements, work flow, material deliveries, test dates, etc. Analyze construction schedule submittals by construction contractors for appropriate logic and compliance with contract terms
- Provide technical assistance in answering requests for information (RFI) from construction contractors
- Maintain proper construction contract document files according to NAVFAC standards.
Qualifications to be successful in the role:
- Minimum 10 years of experience as a quality assurance representative, engineering technician, superintendent, or quality control manager on Department of Defense or similar government agency construction projects that involve significant electrical recapitalization
- Must be a U.S. Passport holder
- Able to understand construction methods, principles and practices applicable to multidiscipline\trade projects
- Professional experience and understanding of safety and occupational health principles, practices, procedures, laws and regulations as they relate to construction performance requirements and as outlined in the EM-385-1-1 and 29 CFR
- Record of completion of the full EM 385-1-1 Construction Safety Course
- Current certification of successful completion within the past 5 years of the US Army Corps of Engineers (USACE)\Naval Facilities Engineering Systems Command (NAVFAC) Construction Quality Management for Contractors course or completion within 90 days of task order award
- Must be proficient in Microsoft Office software and Adobe Acrobat. Training and knowledge of Primavera scheduling software and/or other construction scheduling software packages is desired
- Ability to perform strenuous activity while working outdoors, working on active construction sites, climbing and using fall protection equipment will be required on this contract. Contractor is subject to participation in basewide exercises, real-world drills and scenarios.
