About the Job
The County of Riverside's Transportation Department has an opening for an Engineering Project Manager (EPM) that will be assigned to the Traffic Engineering Division.
The EPM will provide project management, liaison, and contract administration for the planning, design, construction, and environmental/regulatory compliance of multiple Traffic Improvement Projects.
The incumbent will assign, review the work of professional staff, technical engineering staff, and consultants involved in the delivery of Traffic Improvement Projects, including administration of contracts and budgets. These project will involve significant resources, complex technical execution requirements, complicated environmental and regulatory issues, Federal and/or State funding, and relationship management.
The EPM will also review other public and private improvement projects, will develop County standards and specifications for ITS, traffic signal, and signing and striping. Additionally the incumbent will prepare traffic signal timing, will provide oversight on coordination timing prepared and implemented by consultants and will provide support for the central traffic signal management systems
The Department desires candidates with knowledge of principals and practices of traffic engineering, especially as they apply to traffic highway safety, traffic signal design, traffic signal timing and coordination, transportation planning, highway design, and construction an maintenance, personnel management, and budgeting.
Applicants with knowledgeable in the following: ADA in regards to pedestrian accessibility, CA MUTCD on signing, striping, traffic control and traffic signal regulations; Caltrans Standards, plans and specification on traffic signal systems and have experience with MicroStation for traffic design, AutoTURN for vehicle swept path analysis, Bluebeam for reviewing plans, Visual Lighting for street lighting analysis and Synchro for preparing signal coordination timing and highly encouraged to apply.

The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.
EXAMPLES OF ESSENTIAL DUTIES
• Plans, organizes, directs and reviews the work of professional and technical staff, and consultants involved in the planning, environmental and regulatory processing, scheduling, design, operation, administration and construction of multiple, major Public Works Improvement Projects.
• Plans, prepares, and participates in consultant selection for design and construction engineering services for Public Works Projects and Programs; negotiates the scope, budget, and schedule with consultant firms and prepares the negotiated contract agreement for Board of Supervisor's approval; directs, reviews, and approves the preparation of the Project Management Plan; prioritizes and schedules major activities to ensure the most effective use of staff and equipment.
• Prepares, manages, and monitors project budgets and schedules; reviews consultant's monthly progress reports to ensure compliance with project scope and agreement provisions; prepares and negotiates Services Agreements and amendments and prepares the Form 11 for Board of Supervisor's approval; reviews and approves consultant's invoices for payment; reviews and recommends approval of Contract and/or Construction Change Orders, funding agreements and equipment within the limits of design and cost restrictions.
• Represents the Department before other County Departments, cities, governmental agencies, utility companies, stakeholders and the public to ensure proper communication, direction and coordination; prepares and processes cooperative agreements with government agencies such as the State Department of Transportation, U.S. Army Corps of Engineers, and State Department of Water Resources for the design and construction of Public Works Improvement Projects; oversees and coordinates the preparation of cooperative and/or property acquisition agreements with developers, private property owners and government agencies.
• Directs the inspection and evaluation of contract or other construction work and enforces conformity to plans, specifications, and construction standards; coordinates with the consultant's team and Department engineers periodically to review and revise construction cost estimates; provides project information and cost data for funding applications with cities, other County Departments, and regional agencies such as the Riverside County Transportation Commission, the Western Riverside Council of Governments, the Santa Ana Watershed Authority, State and Federal agencies such as the California Department of Water Resources, the California Public Utilities Commission, the California Integrated Waste Management Board, the Federal Emergency Management Agency and the Army Corps of Engineers; provides annual project cost estimates to update the Department's Capital Improvement Plans; prepares application and project certification documents to allocate and obligate funds for various phases of Federally and/or State funded projects; and reviews and approves invoices to appropriate funding agencies for cost recovery.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college with a bachelor's degree in Civil Engineering, Environmental Engineering, Geology, Planning, Transportation Planning, Public Administration, Urban Geography, or Architecture.
Experience: Four years of professional engineering experience including two years of engineering experience in a lead, administrative or supervisory capacity that included project management responsibilities.
License: Possession of a valid certificate of registration as a Civil Engineer or Geologist issued by the California Department of Consumer Affairs or other applicable professional license required by the laws of the State of California is required.
Knowledge of: The principles and practices of engineering especially as they apply to traffic, transportation planning, highway design, solid waste, hazardous waste, flood control infrastructure, hydraulics, hydrology, geotechnical, local, State and Federal environmental and regulatory requirements, and economic analysis; State and Federal standards concerning Public Works Projects design and construction; the principles and techniques of project and/or program management, engineering administration, personnel management, project funding and budgeting.
Ability to: Plan, organize, and direct the work of an engineering/technical unit; prioritize and supervise the work of professional engineers, technicians, inspectors, field construction staff and planners; prepare, manage and administer program budgets; perform or review difficult engineering calculations; prepare or direct the preparation of complex plans, specifications, and comprehensive technical reports; perform difficult technical research, to analyze situations accurately, and adopt effective courses of action; review, evaluate, recommend, and/or approve proposals and plans of complex Public Works Projects and/or Programs; establish and maintain cooperative working relationships with others.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
