Engineering Program Manager
Urban Engineers, Inc. is seeking a qualified candidate to serve as an Engineering Program Manager (EPM) for transit and railroad construction programs for public agencies and railroad clients. The work includes technical specification development, management of multi-discipline engineering/architectural transit facility and infrastructure projects for the full life cycle (initiation-execution/control-closeout) including planning, design and construction.
Responsibilities
- Develop technical specifications covering overall design & construction project scope, schedule, cost, quality, communications, resources, procurement, and risk elements required to optimize quality, and fiscal outcomes.
- Develop cost estimates covering civil design and construction.
- Perform technical and administrative services for successful development of contractual documents and execution of those contractual obligations
- Build and maintain positive client and stakeholder relationships and lead the project to achieve positive financial outcomes.
- Work with various client technical staff to resolve design, construction, interface, business and policy issues; interface with supporting stakeholders to monitor the timely and efficient delivery of services.
- Interface with public agencies, corporations, governmental officials, and consultants.
- Provide contractual and procurement services for the design and construction of transit projects
- This position will also fulfil the position of Contract Administration/Procurement for a major Transit Modernization project in Philadelphia, PA.
Requirements :
- Bachelor of Science (BS) Degree in Engineering from an ABET Accredited Program OR Bachelor of Architecture from a NAAB Accredited Program
- Master's degree in engineering (Structural, Civil, Mechanical, Electrical, Fire Protection) is preferred.
- Professional Engineer Registration OR Registration as an Architect is preferred.
- Demonstrated experience as a Specification Developer, Project Manager on facility design/construction programs with construction value up to $10M, including planning, permitting, design and construction management.
- Experience (10+ years) with transit or infrastructure capital projects design and construction.
- Knowledge of project management procedures (PMI), financial management, CPM scheduling, cost control and forecasting, communications and document control.
- Proficiency in the use of standard Microsoft Office products and the ability to become competent with latest Project management software and reporting systems.
- Prior experience showcasing strong oral and written communication skills,
