Job DescriptionAECOM is seeking a Program Manager (PgM) to lead and support a five-year, $3.9 billion capital improvement program to improve Chicago’s water supply. AECOM is the world’s premier infrastructure consulting firm, partnering with clients to solve the world’s most complex challenges and build legacies for generations to come. We work with a wide variety of clients planning, designing, and managing the construction of large- and small-scale water, wastewater, and conveyance projects for federal, state, and municipal agencies and private industry clients.
A highly qualified candidate would be an Engineer with a Professional Engineer (PE) license who has led and supported large municipal capital improvement programs. Experience with managing and collaborating with large joint venture projects is preferred, in addition previous experience with Water Resources or Water infrastructure projects is preferred but not required.
The Program Manager will lead the Program Management Office (PMO) to support six key functional tasks: Program Controls, Watermain Design/Water Quality, Force Account Reviews and Design Services; Facilities Engineering; Applied Technologies; and other Support Services for Inventory; District Office Support; Sewer/CSO/Ms4 Support.
The Program Manager (PgM) has following responsibilities:
Strategic
- Manages the program and is the primary point of contact for the client
- Support the department strategy development in collaboration with the PMO Management Committee and Program Advisory Board
- Assumes overall responsibility for development and management of program services
- Represents PMO on contractual matters with the client and as the senior delivery representative
- Senior leadership team development, management, and satisfaction
- Provide overall leadership to the development, implementation, and maintenance of Program standard operating procedures, Program Management Plan that establishes procedures, standards, and management practices
Operational
- Manages the day-to-day operations of the PMO operation. Directs program works by the Deputy Program Manager who operationally responsible across all tasks and Task Leaders for six functional tasks of the program.
- Assures operational governance and process adherence
- Plans for and ensures PMO resource mobilization to meet program staffing requirements
- Ensures that qualified technical experts, task leaders, project managers, and other appropriate staff are made available to satisfy Program needs
Tactical
- Leads health, safety and environmental performance of management team
- Drives continuous improvements as embraced by the client with focus on: people/stakeholder management; processes enhancements; technology adoption; and quality measures
- Perform program risk and opportunities management and the resolution of legal issues and actions
- Continuously monitor program performance metrics achievements including client satisfaction with fulfillment of agreed scope of services, and overall financial performance of contract to budgets and plans
Minimum Requirements:
- BA/BS plus 10 years professional experience in a senior role including 2 years of leadership within program management, or demonstrated equivalency of experience and/or education.
Preferred Qualifications:
- Professional Engineering License (P.E.)
- 15-20+ Years of experience in Engineering and Project/Program Management leading design build projects
- Demonstrated ability to set long term goals and strategies and establish effective management of internal and external interfaces and interdependencies across the program.
- Able to develop strong relationships and manage all client stakeholders (internal and external).
- Able to build consensus to change program strategy in challenging situations.
- Has built diverse and inclusive teams to enable collective success through trust, psychological safety, autonomy, accountability and alignment.
