The Digital Modernization Sector at Leidos is currently pursuing an opportunity for an Engineering Operations Lead to work in Tampa, Florida. This is an exciting opportunity to use your experience helping the U.S. Special Operations Command (USSOCOM) Enterprise Development, Application, and Training (EDAT) mission. In this mission we are focused on providing innovative, data-driven solutions and enterprise architecture enhancements to enable seamless operations across USSOCOM's global network. The program emphasizes rapid development and deployment of technologies to enhance the mobility and readiness of Special Operations Forces (SOF) in both combat and non-combat scenarios. Key tasks include program management, application development, training support, and technology integration to maintain USSOCOM's operational edge. The EDAT program underscores agility and adaptability, ensuring SOF professionals have access to the information and tools they need to meet evolving mission requirements.
Primary Responsibilities.
Oversee all engineering activities related to application development, emerging technology solutions, and enterprise architecture within the EDAT program.
Lead the development, implementation, and maintenance of scalable and resilient engineering solutions across cloud-based and on-premise environments.
Manage engineering teams and ensure alignment with program goals and USSOCOM operational requirements.
Develop and implement engineering strategies that support USSOCOM’s modernization efforts and align with the SOF Information Environment (SIE).
Lead the creation of project plans, schedules, and milestones, ensuring timely delivery of high-quality engineering outputs.
Provide technical guidance to engineering teams on DevSecOps methodologies, emerging technologies, and secure software development practices.
Ensure compliance with DoD standards, including DISA Security Technical Implementation Guidance (STIG) and Zero Trust (ZT) principles.
Evaluate and recommend modern software development best practices and open-source solutions to enhance program efficiency.
Serve as the primary liaison between engineering teams, program management, and USSOCOM stakeholders to align technical deliverables with mission objectives.
Lead technical status meetings and program management reviews, presenting progress updates, risk assessments, and mitigation strategies.
Ensure the creation of comprehensive technical documentation, including system design plans, implementation guides, and user manuals.
Oversee the development and delivery of training materials to support application deployment and operational adoption.
Basic Qualifications.
Bachelors Degree in Engineering, Computer Science, Information Technology, or a related field.
Technical certifications, including AWS Certified Solutions Architect, Certified Kubernetes Administrator, or CISSP.
Must possess a Top Secret (TS) clearance.
Extensive experience with enterprise-level application development, cloud-based systems, and containerization technologies (e.g., Kubernetes, Docker).
Proficiency in implementing DevSecOps practices and tools across development pipelines.
Minimum of 10 years of experience managing complex engineering projects and geographically dispersed teams.
Demonstrated ability to lead engineering operations in high-pressure environments, preferably within DoD or federal government programs.
In-depth knowledge of NIST, DISA STIG, and other DoD security standards.
Preferred Qualifications.
Masters Degree in Engineering, Computer Science, Information Technology, or a related field.
Project Management certifications such as PMI Project Management Professional (PMP) or Program Management Professional (PgMP).
Strong understanding of enterprise data architecture, AI/ML integration, and advanced analytics within cloud environments.
Expertise in managing data sovereignty, classification, and protection frameworks, including PKI and ICAM systems.
Familiarity with USSOCOM’s operational environment, mission requirements, and the SOF Information Environment (SIE).
Experience supporting military or government initiatives in engineering leadership roles.
Proven ability to identify, assess, and integrate cutting-edge technologies that align with organizational goals and operational needs.
Experience developing and executing long-term engineering strategies to address complex challenges and unforeseen threats.
Strong ability to work with cross-functional teams, including program managers, data scientists, and government stakeholders.
Excellent communication skills to articulate technical concepts to non-technical audiences.

Pay Range:
Pay Range $104,650.00 - $189,175.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
