General Position Summary
Under the direction of the Public Works Director, plans, organizes, and coordinates the work of the Engineering division; coordinates the Public Works portion of the development and updating of comprehensive plans including the City's Comprehensive Plan, the Transportation Master Plan, the Surface Water Master Plan, the Capital Facilities Plan, and the Capital Improvement Plan. The Engineering Manager sets goals and objectives for the efficient and timely completion of Public Works projects in compliance with federal, state, and local regulation and policies. The Engineering Manager works under the supervision of the Public Works Director and works independently in public contact, meeting, and field situations.
Essential Functions
- Develops, monitors and controls assigned budgets; monitor and control materials purchases and expenditures; evaluate, determine, schedule and purchase required equipment and materials for the completion of work projects.
- Directs and conducts studies and makes recommendations concerning legislation, stormwater design, traffic design, construction and other conditions affecting the safety and convenience of the general public using the public rights-of-way within the City.
- Directs the preparation of plans, specifications and estimates for construction of roads, signal systems, signs, pavement markings and street lighting systems.
- Inspects construction projects for conformance to plans, specifications, operations, and maintenance requirements.
- Oversees and supervises the Engineering Division staff and establishes and enforces division operating policies and procedures.
- Oversees the delivery of local engineering services including development review, transportation, drainage, and project management.
- Performs complex professional engineering tasks and is responsible for administrative and managerial functions in overseeing the development of infrastructure projects, construction management and the capital projects.
- Prepares scopes of service, construction cost estimates, contract bid documents and evaluation criteria and arranges for the bidding and award of construction contracts.
- Prepares and monitors division budget; participates in the forecast of funds needed for staffing, equipment, materials, supplies, monitors, and approves expenditures; implements adjustments.
- Provides professional engineering review of private development plans and specifications, including short plats, subdivisions, commercial developments, and legal descriptions.
- Reviews and monitors proposed changes to federal, state, and local laws to determine their impact on public works policies and practices; prepares, coordinates, and implements responses and recommendations.
- Represents the city on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence.
- Updates existing and establishes new street construction standards, codes, and regulations.
Secondary Functions
- Performs related duties as assigned.
- Prepares plans, specifications and estimates for construction of stormwater facilities.
- Researches, prepares, and administers grants.
- Other duties as assigned.
Education and/or Experience
Bachelor's degree in civil engineering or related field plus seven (7) years progressively responsible experience in the public works field, including three (3) years in a supervisory capacity OR a combination of education, training and experience which provides a background sufficient to perform the work of the position. Municipal experience strongly desired.
Special Requirements
- Professional Engineer License (PE) in the State of Washington or the ability to obtain within six (6) months.
- Significant experience in local government public works and contract management.
- Successful completion of pre-employment background check.
- Valid Washington State Driver's License with satisfactory driving record.
