Key Objectives/Deliverables within Capital Estimating and Project Controls/Responsibilities:
- Provides hands on support and governance for global capital projects, ensuring compliance with Lilly project delivery and control standards and work instructions within GFD capital projects.
- Uses advanced estimating practices, including life cycle costing, order of magnitude, parametric, and deterministic methods to create accurate budget estimates.
- Partners with the GFD Profilers on the development of cost opinions and project schedules for strategic facilities planning and profiles. Expected to be 20-40 projects per year, with capital value ranging from $100 million to over $1 billion.
- Partners with the planning and scheduling advisor to prepare accurate milestone and CPM project schedules.
- Verifies that the contractor project management systems used for estimating, monitoring and forecasting project scope, cost and schedule performance are effectively implemented on projects and support Lilly minimum requirements.
- Conducts periodic evaluation of current cost estimating systems and processes, developing, and implementing best practices for a comprehensive project control and capital cost estimating program.
- Develops systems and processes for categorizing final cost at completion to create relevant, searchable metrics and benchmarks for use in estimating and schedule continuous improvement.
- Supports Program and Project Managers by reviewing project estimates and budgets prepared internally or by the prime contractor.
- Supports Project Manager, via partnering with the prime contractor, to establish fully integrated baseline project budgets and/or schedules.
- Supports Project Teams to quantify impact of any proposed changes to the baseline scope, cost, and schedule.
- Supports Project Teams on standard progress and performance analysis, including productivity analyses, for engineering, procurement, construction, and C&Q activities.
- Provides support to Lilly procurement with RFP scope and bid breakdown, bid analysis, and contract administration per GFD best practices. Aid in capitalization processes to enable depreciation start.
Compliance:
- Maintains all SOP’s and Best Practices related to the project controls and capital cost estimating mission and ensuring that Lilly’s toolset remains current with appropriate industry best practices.
- Liaises between GFD project managers and Lilly finance to assist project team in understanding financial policies.
Interface/Communication:
- Develop and maintain effective communication with project team, business partners and other stakeholders.
Minimum Requirements:
- Minimum 8 years of experience with capital cost management, estimating, and scheduling.
- Comprehensive knowledge of cost estimating methods, systems and tools.
- BS in business management, engineering, construction, or other related area, or equivalent experience
- Qualified candidates must be authorized to be legally employed in the United States. Lilly does not anticipate providing sponsorship for employment visa status (e.g., H-1B or TN status) for this employment position.
Additional Preferences:
- Planning/scheduling and cost engineering experience for major capital projects in the process industry. Experience in controlling projects using earned value measurement systems for both engineering and construction activities.
- Experience in the development and implementation of integrated baseline control processes for project scope, schedule, and budget
- Detailed knowledge of systems and processes used by major engineering and construction contractors in the US market, and a good understanding of how methods in other countries vary from this is required. Proficient with various external commercial programs including Oracles Primavera P6, Primavera Risk Analysis and Microsoft Project
- Demonstrated experience of managing integrated project control systems for major EPC contractors. Knowledge of estimating and budgeting methodologies used in these industries.
- Demonstrated experience in managing business and commercial aspects of major capital projects as part of the overall project management team including contract negotiation, and claims management is desirable.
- The capacity to achieve results through people is critical.
- Facilitate issue resolution and implement safely with quality, speed, and value.
- Willingness to travel to locations outside of home state / country and have the demonstrated ability to work at long distances with little supervision.
- Must exhibit a good sense of judgment in decision making, without the need for management approval while at the same time keeping management informed and engaged on critical issues.
- Effective communication skills both written and verbal.
- Ability to influence personnel and organizations without having direct administrative responsibility for them.
- Excellent communication and interpersonal skills with ability to listen effectively and respond appropriately working across functional groups, as well as engineering and construction firms.
- Strong ability to perform well and be unfailingly diplomatic in a high pressure and complex environment.
- Network of peers in similar positions in the industry, both in the owner and the contractor communities.
Additional information:
This position is based in Indianapolis, IN and would report onsite at Lilly Technology Center-South.
Potential travel up to 20% of the time, domestic and international possible.
Business title will vary depending on level.
