DISTINGUISHING FEATURES OF THE CLASS: The work involves coordinating care and associated compliance of regulatory requirements and contractual obligations for services rendered to employees and affiliated staff at the Erie County Medical Center Corporation. The incumbent collaborates with Human Resources and entities contracting with ECMCC for employee health and occupational/environmental medicine services to facilitate return-to-work physicals, manage health databases and reporting, and assist with annual health assessments, pre-employment physicals and vaccination compliance. The incumbent exercises a high degree of confidentiality in accordance with the Health Insurance Portability and Accountability Act (HIPAA) and other applicable healthcare laws, rules, regulations, etc. Work is performed under the direction supervision of a licensed physician and Director of Outpatient Operations-Primary Care. Supervision is not a function of this position. Does related work as required.
TYPICAL WORK ACTIVITIES:
Plans, coordinates and monitors the activities of employee health and occupational/environmental medicine in conjunction with professional, paraprofessional and administrative staff;
Maintains and updates various databases, spreadsheets and medical files;
Assists in gathering reporting data as required, such as statistics related to quality assurance/performance improvement;
Monitors inventory for maintaining adequate equipment and supply stock;
Reviews clinical care documentation administered both internally and externally for completeness and accuracy;
Develops and populates databases with appropriate information including, but not limited to: return-to-work physicals, annual health assessments, vaccination records and pre-employment screenings;
Monitors and confirms employees are returned to work in a timely and efficient manner;
Coordinates reporting and documentation follow-up for blood and bodily fluid exposures;
Maintains database for respiratory fit testing in compliance with applicable laws, rules and regulations including, but not limited to the following entities: Occupational Safety and Health Administration (OSHA), Public Employee Safety and Health Bureau (PESH) and New York State Department of Labor;
Reviews Quantros and other applicable occurrence reports for completeness; performs follow-up work on matters related to employee health and occupational/environmental medicine;
Schedules medical appointments for return-to-work physicals, annual health assessments, pre-employment screenings, and blood and bodily fluid exposure follow-up;
Compiles and presents data for the percutaneous committee including percutaneous injuries sustained by ECMCC employees, contracted staff and resident physicians;
Communicates with employees and new hires on requirements for medical appointments;
Collaborates with the Integrated Leaves on return-to-work requests for modified duty and reasonable accommodations under the Americans with Disabilities Act (ADA);
Updates Employee Health files, electronic files, electronic medical records, etc.;
Performs various clerical duties as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Good knowledge of office terminology, procedures and equipment; good knowledge of the organization and functions of employee health and allied service lines as applicable to ECMCC’s employees, contractors and affiliates; good knowledge of applicable laws, rules, regulations, accreditation standards, collective bargaining agreements, and ECMCC policies and procedures; good knowledge of medical terminology; ability to review applicable reports and data sources for completeness and accuracy; ability to coordinate and schedule medical appointments; ability to compile, input, monitor and maintain data; ability to handle highly confidential information and maintain confidentiality; ability to maintain proper and functional stock of equipment and supplies; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
A.)Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and two (2) years of professional*, paraprofessional** or clerical*** experience, of which one (1) year was in an employee health setting, occupational health/medicine setting or environmental health/medicine setting; or:
B.) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree and four (4) years of professional*, paraprofessional** or clerical*** experience, of which one (1) year was in an employee health setting, occupational health/medicine setting or environmental health/medicine setting; or:
C.) Graduation from high school or possession of a high school equivalency diploma and six (6) years of professional*, paraprofessional** or clerical*** experience, of which one (1) year was in an employee health setting, occupational health/medicine setting or environmental health/medicine setting; or:
D.) An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
*NOTE 1: Professional experience, as defined by New York State Civil Service, is experience which requires specialized and theoretical knowledge usually acquired through college education or through that experience and other training which provides comparable knowledge. Professional experience in general involves independence of action and personal responsibility for actions.
**NOTE 2: Paraprofessional experience, as defined by New York State Civil Service, means work activities involved in the performance of routine duties in a supportive role to a professional, usually requiring less training and/or experience than normally required for professional status. Experience at this level does not have the breadth and depth of final job responsibility found in professional positions (such as in social work, planning, engineering, accounting, etc.) nor does it require the intensity or broad scope of job-related knowledge. Since there are significant differences in the nature of paraprofessional and professional experience, qualifications should clearly identify the level required for experience to be qualifying.
***NOTE 3: Clerical experience, as defined by New York State Civil Service, means activities involved in the performance of routine office tasks, such as keeping of records and accounts, correspondence, recording/entering (keying) and retrieving data and/or information, in accordance with prescribed procedures.
NOTE 4: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
