Summary:
The Emergency Services Director provides leadership and strategic direction for Granville Health System’s EMS operations, ensuring that EMS teams are prepared and responsive to emergency medical needs in the community. This role oversees the coordination of personnel, budgeting, regulatory compliance, and public safety education efforts. The position requires extensive EMS knowledge, management experience, and the ability to work under pressure. The Emergency Services Director operates in a setting that may involve exposure to challenging and hazardous conditions during emergency situations.
Duties:
Leadership and Management
Provide strategic direction and leadership for EMS, non-emergent transport, and community paramedic programs.
Develop, maintain, and implement policies and procedures to enhance service delivery and operational efficiency.
Supervise and mentor EMS staff, including Captains, EMTs, and Paramedics, promoting a high-performance, collaborative work environment.
Operational Oversight
Oversee daily EMS operations to ensure efficient and effective service delivery.
Coordinate with other public safety agencies, hospitals, and community organizations for seamless emergency response.
Maintain and update operational protocols and procedures, ensuring alignment with current best practices and regulatory standards.
Resource Allocation and Management
Assess and allocate resources, including personnel, equipment, and supplies, to meet operational needs and ensure readiness.
Research and recommend necessary capital equipment and supplies, optimizing resources for improvement.
Oversee the acquisition, maintenance, and inventory of medical supplies, equipment, and emergency vehicles.
Financial Management
Prepare and manage the department’s annual operating budget, ensuring fiscal responsibility and transparency.
Oversee financial operations, including billing, collections, and grant applications to support EMS funding.
Conduct financial analysis and reporting to ensure sound fiscal practices.
Quality Assurance
Oversee quality assurance programs to monitor and improve service delivery, ensuring adherence to high standards.
Conduct regular audits and inspections to ensure compliance with regulations and operational protocols.
Investigate and resolve complaints related to service quality and personnel conduct.
Community and Professional Engagement
Represent Granville EMS in community outreach programs, promoting public education and emergency preparedness.
Participate in professional committees within the County and region to stay current on industry trends and improvements.
Attend required meetings and plan service improvement initiatives; deliver presentations to community groups on EMS and related safety topics.
Required:
'Associates degree in Emergency Medical Services, Public Health, Healthcare Administration, or a related field; certification as a Paramedic; five years of progressively responsible experience in EMS, including three years in a supervisory role.
Preferred:
Bachelor's degree in Public Health or Healthcare Administration; certifications in Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), and Prehospital Trauma Life Support (PHTLS).
Competencies:
Comprehensive knowledge of EMS administration, healthcare management, and emergency response operations.
Familiarity with federal, state, and local EMS regulations, including OSHA and HIPAA requirements.
Strong leadership and organizational skills to manage EMS operations and personnel effectively.
Excellent communication skills for public interaction, inter-agency coordination, and staff supervision.
Ability to make critical decisions under pressure and handle high-stress situations. ICS 100, 200, 300, 400, 700, and 800. Current BLS, ACLS and PALS certifications
Physical Requirements
Ability to perform light physical activities, including standing, walking, and occasional lifting, as well as the resilience to work in high-stress environments.
Working Environment
Primarily office-based with some fieldwork; may require occasional on-call availability for emergency incidents or public events.
Regular interaction with the public, other emergency services, and healthcare professionals; potential exposure to challenging or hazardous conditions during emergency situations.
