Responsibilities
**General Purpose:**
The Senior Emergency Preparedness Specialist develops and recommends emergency preparedness policies and procedures compliant with Homeland Security Exercise and Evaluation Program (HSEEP) and National Incident Management System (NIMS) principles and other regulatory agencies. Manages, coordinates, and leads the review, maintenance, and updating of the various University Comprehensive Emergency Management Plans (CEMP). Develops, communicates, and executes disaster drills and exercises that are compliant with HSEEP directives and incorporate NIMS principles. Provides guidance and advice to the Director of EH&S and other senior leadership on emergency preparedness hazards and mitigation options, institutional incident command responses to dynamic events, and recommended actions consistent with best practices among research universities with academic health centers. Serves as the Liaison Officer Alternate in support of all assignments of Incident Command System (ICS) as needed during routine and stressful events
**Specific Responsibilities:**
+ Under general direction and with latitude for independent judgment: Works key stakeholders within departments to develop emergency preparedness policies, plans and support materials in support of the University's commitment to Homeland Security Presidential Directive #5, including NIMS training and tracking. Leads the University's review of the various campus. Hazard Vulnerability Analysis (HVA) documents annually. Leads the annual Joint Commission Emergency Management Plan reviews and updates the plan in compliance with accreditation requirements. Prepares recommendations for review and follow-up action
+ Participates in meetings and workshops related to emergency preparedness in order to acquire new information and to develop relationships with our community partners. Develops training programs for employees so they understand their roles and responsibilities during a disaster.
+ Leads the development of all Homeland Security Exercise and Evaluation Programs (HSEEP) compliant disaster drills and exercises including the writing of the Exercise Plan (ExPlan), Controller/Evaluators Handbook, development of Exercise Evaluation Guides (EEGs) and the writing of After-Action Report/Improvement Plans (AAR/IP). Maintains all applicable records of exercises and critical incidents, including the tracking of AAR/IP action items. Keeps informed of federal, state and local regulations affecting emergency management plans and ensure that University plans adhere to these regulations. Coordinates efforts to address improvements authorized by senior leadership.
+ Analyzes emergency situations rapidly and accurately and recommends or adopts quick effective and reasonable courses of actions with regard to surrounding hazards and conditions. Responds effectively, quickly, calmly and rationally during times of conflict and emergencies. Assists in the approval process for the distribution of campus building documents and related drawings. Develops emergency preparedness pre-plan drawings and charts that can be integrated within the University and with local response agencies.
+ Maintains the functionality, interoperability features and consistency of the Emergency Operations Center (EOC) sites throughout the University. Maintains the emergency Chempack and decontamination inventories and required procedural measures. Leads the various emergency preparedness committees within the institution and community.
+ Creates and Co-presents program responsibilities and accomplishments to senior leadership and board members.

**Requirements** :
+ Bachelor’s degree in Chemistry, Biology, Physical Science, Safety Technology, or Business Administration required
+ 3 years of relevant work experience required
+ Or an equivalent combination of education and experience required
+ Experience in emergency management and business continuity planning preferred
+ Excellent organization, verbal and written communication and analytical skills and be comfortable presenting to and collaborating with a variety of stakeholders required.
+ Strong interpersonal skills, problem-solving ability, writing and multi-tasking skills required
+ Ability to work collaboratively with faculty, students, community partners, and maintain confidentiality of information at all times required
+ Experience with Microsoft Office, including Outlook, Word, Excel and PowerPoint required

**Pay Range**
Pay Range: $75,300 - $113,000 Annually
_The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations._
