About the Job
The Emergency Management Program at Brookhaven National Laboratory supports the scientific mission of Brookhaven through an all-hazards approach of planning, preparedness, readiness assurance, response, and recovery activities from any type of on-site incident or event.
The Emergency Management Specialist position resides in the Office of Emergency Management within the Laboratory Protection Division.
The mission of the Laboratory Protection Division (LP) is to serve and protect the Laboratory population by providing response services and technical expertise allowing world class science to occur in a safe and secure environment for the Laboratories population.
Major Duties and Responsibilities
Works as part of a team to assure that the Emergency Operations Center (EOC) is operationally ready, to specifically include the areas relating to response personnel training, warning, communications, maps and displays, weather monitoring and IT infrastructure.
The ability to prepare professional reports and develop program materials and plans, and formal presentations.
Providing effective training in emergency management concepts to varied and diverse laboratory audiences, including senior management as required.
Ability to communicate concisely and effectively, both orally and in writing, with all levels of management, employees, guests, and representatives of regulatory agencies is required.
Must be able to effectively communicate and interface with the U.S. Department of Energy, state and local emergency management agencies, and other DOE contractors.
Maintaining plans and procedures and ensuring compliance with related DOE Orders and guidance.
Assisting with emergency planning to include development, maintenance and updating of the site emergency plan and local emergency and disaster plans.
Serve as a section chief in the Emergency Response Organization and ensure all ERO members are properly trained. The ERO is a structured organization with overall identified responsibilities for initial and ongoing emergency response and mitigation.
Serve as the BNL Drill and Exercise Coordinator responsible for scheduling, execution, and evaluation of BNL Drill and Exercise Program. Conducts the Drill and Exercise Program to test emergency plans and the response capability of the emergency management system, first responders and internal and mutual aid partners.
Identify strengths and weaknesses of emergency preparedness plans, policies, systems, and procedures and make recommendations for improvements.
Additional assignments as directed by the OEM manager.
Required Knowledge, Skills, and Abilities
Requires a bachelor’s degree in public administration, emergency management, or related degree, with a minimum of 7 years of experience in emergency management.
Excellent working knowledge of computer systems, database and spreadsheet management, Microsoft Office products, and web-based business systems is required.
Demonstrated experience in emergency management practices, as well as advanced knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS) is required.
Demonstrated operational experience within an Emergency Operations Center and/or as a member of an emergency response team is required.
Demonstrated experience participating in and serving as a controller and/or evaluator in a drill or exercise is required.
Demonstrated experience in plan and policy development required.
Experience developing training courses, exercises and after-action reports is required.
Knowledge of DOE requirements, in particular, DOE Order 151.1D Chg. 1, Comprehensive Emergency Management and DOE Order 150.1B, Continuity Programs.
Must have the ability to obtain and maintain a DOE “Q” clearance.
Preferred Knowledge Skills and Abilities:
Demonstrate experience managing multi agency emergencies with EOC activation.
A working knowledge of DOE requirements, in particular, DOE Order 150.1B Continuity Programs and DOE Order 151.1D Comprehensive Emergency Management.
Certificates of training in FEMA ICS 100, 200, 300, 400, 700 & HSEEP.
Supervisory experience with emergency responders during a critical emergency, and/or supervisory experience in military operations in a deployed setting.
Demonstrate experience interacting with federal/state/local emergency management agencies.
Demonstrated experience in conducting program surveys and assessments is required.
Demonstrated experience with hazardous material response is desirable.
Environmental, Health, and Safety Requirements
Must undergo and receive a favorable disposition in a preliminary background investigation (criminal, credit, prior employment, etc.).
This position is subject to 24-hour on-call in the event of any emergency and may require irregular work hours.
This position is subject to travel. (minimal travel)

Brookhaven Laboratory is committed to providing fair, equitable and competitive compensation. The full salary range for this position is $111300 - 125000/ year. Salary offers will be commensurate with the final candidate’s qualification, education and experience and considered with the internal peer group.
Relocation and housing expenses are not authorized for this position.
