About the Job
Emergency Management Senior Advisor, Command and Control Division. The contractor shall possess in-depth Knowledge, Skills, and Abilities (KSAs) attained through experience within the domains of 1) Emergency Management (EM); 2) Incident Command System (ICS)/Command and Coordination, 3) Countering Weapons of Mass Destruction (CWMD) consequence management; 4) Chemical, Biological, Radiological, and Nuclear Defense (CBRND); 5) Agile Combat Support (ACS), and the 6) DoD/DAF Command and Control (C2) continuum. The individual must be adept at strategic system planning, defining system requirements, and analyzing operational threads within/between each domain to generate C2 decision advantage applications in support of (ISO) installations, Air Force Forces (AFFOR) staff, and Air Operations Center (AOC) mission generation.
Duties include, but not limited to:
+ Synchronize applications to generate information needed to prevent, protect against, mitigate, respond to, and recover installations from all-hazard/threat effects that pose the greatest risk to lives, key resources, infrastructure, and operational missions.
+ Apply KSAs regarding 1) Presidential Policy Directive 8, National Preparedness, 2) related DoD Directives, and 3) ACS doctrine to generate informational EM, CWMD, and CBRND interoperability with local, state, federal, joint, and host nation response/recovery partners
+ Operationally optimize installation Emergency Operations Center (EOC) and Installation Command Post operational C2 information to advance AOC/AFFOR staff C2 decision advantage
+ Author and test DRAFT operational processes within/between applications to support analysis of operational mission threads within/between applications for integration and test
+ Analyze operational mission threads within/between applications during integration events, author “trouble tickets,” and provide to government for correction by vendor
+ Support EM and CBRND exercise planners to develop exercise objectives and master scenario of events listing inputs related to use of C2IMERA to achieve tactical and/or operational C2; collaborate to extract and prioritize lessons learned for systematic improvements.
+ Support the development of test procedures, based on operational processes and threads within/between applications
+ Collaborate with vendor on trouble ticket “fixes” to ensure adequate resolution, and inclusion in test version of application software
+ Support internal vendor ‘smoke testing’ every two weeks as well as occasional ‘node checks’ when significant testing is needed (example is for the SIPR AWS testing or testing the beta version of React)
+ Evaluate vendor delivered Software User Manual (SUM) and Training Materials (TMs) for adequacy (completeness, accuracy, and usability) as foundation for development of standardized and integrated TMs for primary application users, and tailored TMs with extracts from other applications to complete training as secondary users
+ Deliver training as required ISO integration and any required testing
+ Provide EM and CBRND concepts, application training, fielding, and installation support to AOC sites
+ Facilitate installation EOC information along the C2 continuum and integration into the AOC baseline by participation in technical exchanges to facilitate completion of Functional Analysis (FA) for AOC, and in Production Center (PC) engineering, integration, and post installation meetings
+ Maintain liaison with key stakeholder requirements office (ACC/A5C), operations office (ACC/A3C), ACS integration office (AFIMSC), and other offices for developing application CONOPs affecting EM and CBRND and Core Function Support Teams (CFST) as they become relevant (ex. Air Base Air Defense)
Minimum Required Qualifications:
Citizenship: Must be a US citizen
Clearance: Must have and be able to maintain a Secret level clearance with the ability to obtain a Top Secret level clearance
Education: Associate in Disaster Preparedness/Emergency Management
Years’ experience: 20 years or more of related experience 15 of which must be in the Department of Defense (DoD) as either an Emergency Management Coordinator/Manager (preferred), First and/or Emergency Responder (i.e., Fire Fighter, CBRN/HAZMAT specialist), or Commander OR,
+ Bachelor's Degree in Emergency Management or Homeland Security and 16 years of related experience, six of which must be in the Department of Defense (DoD) as either an Emergency Management Coordinator/Manager (preferred), First and/or Emergency Responder (i.e., Fire Fighter, CBRN/HAZMAT specialist), or Commander.
Preferred Qualifications:
Clearance: Top Secret
Years’ experience: 20 years as an Air Force Specialty 3E9X1, Emergency Management, including senior level experience at the Major Command level or higher is highly desired

Please note: Final compensation for this position will be determined by various factors such as the Federal Government contract labor categories and contract wage rates, relevant work experience, specific skills and competencies, geographic location, education, and certifications.
