POSITION RESPONSIBILITIES
Note: All official drafts, documents, and recommendations, as listed below, must be reviewed, finalized, and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Provides planning support and coordinates plans of service with stakeholders.
Assists in developing engineering requirements for the development, installation and modifications of existing and planned facilities.
Confers with engineers, internal customers, and others to discuss existing or potential engineering projects and products.
Creates electrical drawings, reports and calculations to support the engineering solutions chosen for electrical systems.
Assumes responsibility for significant work components within large projects.
Attends project scoping meetings or design reviews, recommends changes to specification diagrams based on technical and operational issues.
Applies diversified knowledge of engineering principles and practices in broad areas of assignments and related fields.
Develops Plan of Service alternatives and recommendations for meeting transmission system needs for Large Generation Interconnection Requests, Line and Load Interconnection Requests and Transmission Services Requests.
Composes technical reports that are concise and clear. Present complicated technical information to technical and non-technical groups including reviewing technical reports from other utilities.
Coordinates electrical requirements and develops Project Requirement Diagram (PRD) by getting inputs from stakeholders within BPA. This includes conducting Alternative Review Meeting, Planning Coordination Meeting and Project Strategy Meeting described under the Project Requirement Diagram Process.
Develops project requirements diagrams (PRDs) , obtains estimates, prepares business case documents, as necessary, for Main Grid, Intertie, Area Service, resource integration, system reactive and miscellaneous capital additions. Conducts economic studies to evaluate project alternatives including risk assessment.
Determines appropriate sizes and ratings for high voltage equipment including transformers, transmission lines, shunt and series capacitors, shunt reactors, breakers and switches on a variety of projects, including Main Grid, Intertie, Area Service, resource addition, reactive addition and replacement projects.
Coordinates expansion projects with regional and sub-regional organizations and follows the Planning Process explained in Attachment K under FERC Order 890.
Supports Asset Management strategy and goals and develop BPA's Asset Plan for transmission expansion.
Performs the role of technical advisor and consultant to others. May mentor new engineers.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Bachelor's Degree from an ABET accredited college/university in electrical engineering or closely related engineering field is required.
5+ years electrical engineering experience is required.
Required Technical Skills & Experience (required on matrix)
Engineering degree required and practical experience. Must have knowledge of engineering concepts, principles, and practices applicable to components and facilities found on a regional transmission system.
Ability to analyze and develop complex installations, facilities or structures using the latest techniques and applicable standards.
Ability to participate and perform effectively in a project team environment and effectively manage multiple work assignments and changing priorities.
Skill in oral and written communication to effectively fulfill stakeholder/customer/team requirements.
Preferred Skills & Experience (optional on matrix)
Knowledge and understanding of performance characteristics of power transmission equipment and correct representation of power system networks for analyzing transmission system performance and creating project requirements diagrams (PRDs), including transformers, transmission lines, switches, power circuit breakers, reactive support devices, generators, communications and relaying equipment

Valid U.S. Driver's License is required.
