POSITION SUMMARY
The eLearning Lead Specialist will be instrumental in transforming NACCHO into a major eLearning service provider to local health department staff. The Lead Specialist will train NACCHO staff on instructional design and developing eLearning services; assess local health department eLearning needs; design and implement eLearning protocols; create eLearning modules; evaluate eLearning services; coordinate activities with Learning Management System provider; and provide support for setup needed for eLearning courses.
The eLearning Lead Specialist should be able to apply advancements in adult learning and eLearning to develop curriculums; create new trainings on a variety of public health topics; and transform existing training content into eLearning modules. The Lead Analyst must have extensive experience working with Articulate Storyline or other SCORM platforms and Learning Management Systems. Experience with NetForum Enterprise or another association management platform is a plus.

POSITION SPECIFIC DUTIES:
eLearning Development
- Create eLearning content, such as interactive asynchronous modules, micro-learnings and other options, in coordination with programmatic staff
- Assess ongoing local health department eLearning needs, both formally and informally, to inform overall strategy and approach
- Support and advise teams on engaging with Instructional Design consultants. For example, if course creation needs are outside of the capacity of the Lead Specialist and additional support is needed.
Staff Support & Training
- Provides training for NACCHO staff on instructional design, developing eLearning services, and NACCHO’s learning management system. To include course setup, reporting, and other features of the LMS platform as needed.
- Maintains and creates training documentation for NACCHO’s learning management system.
- Design and implement eLearning protocols, processes and templates
- Assist NACCHO staff with broader curriculum and education development needs, particularly in identifying opportunities to create standardized processes.
LMS Management
- Lead the process of coordinating with selected vendor to implement new LMS platform
- Act as primary point of contact and manager for NACCHO University to provide day-to-day support for users
- Manage NACCHO University LMS platform contract / renewals
- Participate in projects related to LMS platform integration
- Interface with LMS platform provider on NACCHO’s needs, platform improvements and requirements.
Strategy
- In coordination with the research and evaluation team, design and implement a system wide evaluation plan.
- Convene regular meetings of internal strategy group to identify and track goals.
- Coordinates with Workforce and IT directors to develop and implement organizational eLearning strategy.
EDUCATION/EXPERIENCE/SKILLS
Bachelor's degree in relevant professional field (i.e.. Instructional design) with a minimum of 8-10 years of relevant experience and/or advanced technical training; or equivalent combination of education and experience, including a relevant certification. Masters and/or a professional degree in a relevant field preferred.

Salary Range: $92,640 - $98,420
