DSHS TIA IE&E Senior IT Project Manager - State of Washington

About the Job
We are looking to hire two Senior IT Project Managers, to lead and support the Integrated Eligibility and Enrollment (IE&E) Modernization Project team in overseeing the strategic management, planning, risk/issue and scheduling responsibilities to support the IE&E Modernization Project. This position will report directly to the IE&E Program and Project Administrator within the DSHS Technology Innovation Administration.
The Integrated Eligibility and Enrollment (IE&E) Modernization Project is under the leadership of the Health and Human Services Coalition (HHS Coalition). The HHS Coalition operates over 75 health and human service programs serving over 2.9 million Washingtonians. These programs are supported by a patchwork of IT systems that allow clients to apply for and maintain benefits. Clients must navigate multiple online systems with lengthy applications, many of which are not accessible on smartphones, often the only primary form of internet access for low-income individuals. The core system supporting these programs – DSHS Automated Client Eligibility System – is a 30-year-old mainframe-based system with over 12 million lines of legacy code with a risk of failure that significantly increases after 2025.
The HHS Coalition proposes to address the needs of the clients and technology challenges by enabling Integrated Eligibility & Enrollment (IE&E) technologies. This will allow us to jointly deliver new and improved services to our clients, customers, partners, and staff. Washingtonians won’t need to know how their story fits into the multiple HHS programs because the new system and underlying business processes will guide them through the possibilities in a ‘one-stop-shop.
Some of what you will do:
Professionals with 11 years of information technology project management experience in planning, analyzing, consulting, programming, installing, and/or maintaining computer software applications, hardware, telecommunications, network infrastructure equipment, directing projects, providing customer or technical support, or administering or supervising staff who performed work in any of these information technology disciplines.
(A degree in Information Technology will substitute year-for-year, for the above years of required experience.)

Some of what you will do:
- Schedule Management: Manage and maintain project schedules across the organization's portfolio of projects. This involves creating, updating, and tracking project schedules using project management software or tools.
- Resource Allocation: Coordinate with project managers and resource managers to allocate resources effectively to support project schedules. This includes identifying resource constraints, resolving conflicts, and optimizing resource utilization to meet project deadlines.
- Schedule Analysis: Conduct schedule analysis to identify critical path activities, dependencies, and potential bottlenecks. This involves performing what-if scenarios, risk analysis, and schedule simulations to assess the impact of changes and mitigate schedule risks.
- Risk Management: Identify schedule-related risks and develop strategies to mitigate them. This includes proactively monitoring schedule deviations, identifying potential delays, and implementing contingency plans to keep projects on track.
- Communication and Reporting: Communicate project schedules, milestones, and status updates to key business partners, project teams, and senior management. This includes preparing schedule reports, dashboards, and presentations to provide visibility into project progress and performance.
- Process Improvement: Continuously improve schedule management processes and practices within the PMO. This involves evaluating existing processes, identifying areas for improvement, and implementing best practices to enhance schedule management efficiency and effectiveness.
- Cross-functional Collaboration: Collaborate with project managers, resource managers, and other key business partners to ensure alignment between project schedules, resource availability, and organizational priorities. This includes facilitating regular meetings and discussions to address schedule-related issues and dependencies.
- Quality Assurance: Ensure the accuracy and integrity of project schedules by adhering to scheduling standards, guidelines, and best practices. This includes conducting schedule reviews, audits, and validations to verify data accuracy and completeness.
- Training and Support: Provide training, guidance, and support to project managers, product owners and project teams on schedule management processes, tools, and techniques. This includes offering coaching, workshops, and resources to enhance scheduling skills and knowledge.
- Customer Satisfaction: Ensure customer satisfaction by delivering projects on time and within budget. This involves proactively managing schedule-related risks and issues, communicating effectively with key business partners, and delivering high-quality schedule management services to support project success.

Preferred Education, Experience, or Certifications
- Project management certification. Examples: University of Washington Project Management Certification; Project Management Institute (PMI) Certification
- Experience in state government, especially experience within DSHS is preferred but not required.
- Experience in managing software development projects.
