Position Summary:
Analytic Services Inc. (ANSER) is seeking an Issuance Policy Analyst. You will support the OSD Office of the Director of Administration and Management (ODA&M) Organizational and Management Policy (O&MP) Directorate. Specifically, this position supports the Directorate’s leadership as the DA&M Primary Issuance Focal Point, providing editorial, analytic, and operational support in accordance with the DoD Issuances Program. This includes day-to-day assistance within all facets of the ODA&M, Pentagon Force Protection Agency (PFPA) and Washington Headquarter Services (WHS) issuance process throughout the development, staffing, and publication of issuance packages.
Day to Day Responsibilities:
- Support DoD issuances, including creating a new issuance, reissuing an existing one, or changing or cancelling an issuance
- Work with the five stages and the associated substages of the issuance process
- Serve as a liaison with knowledge of the current DoD functions and organization, including working knowledge of applicable issuances, among them are:
- DoDD 5105.53, “Director of Administration and Management”
- DoDD 5100.01, “Functions of the Department of Defense and Its Major Components”
- DoDD 5101.1, “DoD Executive Agent”
- DoDD 5105.79, “DoD Senior Governance Councils”
- Support the adjudication and processing of official DoD documents, such as DoD directives, DoD instructions, Administrative Instructions often in highly pressurized timeframes throughout all stages of the DoD Issuance Process.
- Coordinate with external stakeholders to ensure timely and responsive completion of tasks within the WHS Directives Portal System.
- Provide staff coordination requests via the Correspondence and Task Management System (CATMS).
- Advise government personnel in correctly preparing documentation in accordance with all relevant standards, such as: DoD Issuances Style Guide, Issuance Process Checklist, and Special Considerations Checklist.
- Develop Standard Operating Procedures (SOPs), Plan of Action Milestones (PO&AMs) templates and customizable briefing slides to aid in the training and preparation of the DoD Issuances Process.
- Develop formulation and dissemination involving DoD Issuance
- Edit and proofread all government documentation related to the creation or review of issuances to ensure accuracy, clarity, and conformance to templates and standards, such as DoD 5110.04-M, “DoD Manual for Written Material” and DoD Issuances Style Guide
- Track the currency of published issuances and creation of new DoD Issuances.
- Create metrics, maintain, track, and report on all pending actions related to issuances.
- Support special projects as assigned by the Director or Deputy Director, O&MP.
Required Qualifications:
- Active Secret Clearance
- 8 years of DoD Issuances relevant experience with the development, Principal-level staffing, and General Counsel of the DoD coordination efforts to obtain Secretary of Defense, Deputy Secretary of Defense, or Component head-level approval.
- Master’s degree
- Highly proficient with the Microsoft Office Suite of applications, especially Word, Excel, and PowerPoint.
- Completion of relevant WHS Directives Division training classes: 1) DoD Issuances Process Class and 2) Writing DoD Issuances Class prior to date of hire or within one month of hire.
Preferred Qualifications:
- Knowledge and understanding of the DoD 5110.04-M, “DoD Manual for Written Material” Volumes 1 and 2, DoD Instruction (DoDI) 5025.01, "DoD Issuances Program," “Processing ODA&M Issuances”, and associated forms used throughout the ODA&M issuance process.
- Knowledge of the current DoD functions and organization, including working knowledge of applicable issuances.
- High level of proficiency of the English language, both written and oral.
