SUMMARY OF DUTIES:
Within an assigned operating division, the District Manager of Stations is responsible for the management and oversight of station operations to include all aspects of station management such as, employees, passenger service delivery, staffing, budgeting and financial accounting, safety, managing relationships with local, state, federal, commuter agencies and host railroads and all station facilities in all areas of the states of Connecticut and Vermont.
ESSENTIAL FUNCTIONS:
• Manage staffing and station operations to meet performance criteria set forth by the Superintendent Passenger Service, Assistant Superintendent or District Superintendent or the corporation regarding labor and operating costs to revenue ratios and other metrics.
• Ensure station facilities meet corporate standards and interface with Service Delivery, Marketing and Engineering personnel to accomplish appropriate project and program work.
• Develop and manage processes related to passenger handling and entraining/detraining to ensure on-time performance of trains and customer satisfaction.
• Ensure compliance of station management and agreement employees with corporate policies and procedures relative to customer service, service recovery, accounting procedures, safety, environmental compliance and uniform and grooming standards.
• Ensure hiring, training, performance measurement, counseling and discipline are administered to employees at assigned stations in compliance with corporate standards and labor agreements.
• Oversee any joint station usage contracts with freight, commuter or private entities to ensure compliance and to maximize station revenue.
• Manage relationships with local, state and federal agencies, host railroad personnel, commuter agencies (if applicable) and other commercial entities to support corporate goals for financial support and service delivery.
• Manage facility maintenance directly in cooperation with engineering and property management companies.
• Direct station service remittance audits to protect revenue.
• Responsible for the development and implementation of the department’s safety plans, with specific goals and objectives to reduce injuries.
• Develop and maintain professional relationships with all federal, state and local agencies including all service providers.
• Extensive computer skills with knowledge of spreadsheets, data base, presentations and word processing software related to field.
MINIMUM QUALIFICATIONS:
• Bachelor's degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree
Significant experience with station operations, building maintenance, service delivery and passenger handling
• Significant experience leading and managing others with different levels of expertise, exhibiting innovative leadership and management skills.
• Demonstrated ability to manage and implement a departmental operating budget
PREFERRED QUALIFICATIONS:
• 6 or more years or relevant experience preferred
• Prior satisfactory work experience and proven leadership skills
• Must possess a working knowledge of applicable federal, state and local regulations and applicable Amtrak labor agreements pertaining to station employees and operations.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
• Must have knowledge of safety programs
• Must have strong organizational skills
• Able to monitor employee performance
• Able to create reports to illustrate job performance
• Prior work experience in dealing with various unions
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
PAY TRANSPARENCY:
The salary/hourly range is $103,700-$134,460. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
