The Director, SS&P GPS, Capital Services & Solutions, Major Projects Lead will lead a Procurement team working in close collaboration with Global Engineering and respective Site Engineering to develop regional sourcing strategies for multiple Major projects across the network . Major Projects are defined by their strategic nature and value to the business and typically are above a specific threshold. The role is also responsible for developing the methodology by which app ropriate scope awards (for example, Construction Manager (and Subcontractors), Architect Engineer, Project Controls, CQV) maximizing value for BMS are facilitated. A key factor for success in this position will be the coordination and implementation of all relevant sub category strategies as part of the Engineering & Construction and C apital Equipment supply plans.
The Director will be responsible for advancing the existing procurement process and enabling the team engaged in issuing key procurement packages to achieve lowest TCO and meet schedule requirements. The position requires strong operational alignment with all stakeholders involved in US Major capital projects while coordinating with the ex-US capital procurement team. In addition, a lignment with other supporting functions (Finance, EHS, Quality, etc.), is important to ensure success. The Director must display excellent communication skills to all internal stakeholders including senior BMS leadership, the respective project teams and supporting suppliers.
Major Responsibilities and Accountabilities:
Procurement
+ Develop sourcing strategies and procurement plans on all aspects of capital projects.
+ Ensure sound process with respect to the facilitation of the Project Team contract award recommendations and approvals.
+ Develop and review statements of work.
+ Supervise the preparation of competitive bids, quotations and proposals with relevant specifications, terms and conditions.
+ Engages with Category Managers to ensure scope is fit for purpose and should cost models are developed and used as part of the competitive sourcing process.
+ Reviews contracts (MSA's, SOW's, LOR's) ensuring legal, f inance and business unit approvals are completed .
+ Collaborate with the Engineering and Construction procurement team to establish Master Services Agreements with key suppliers.
+ Collaborate with the Equipment Category Manager to ensure coordination when supporting projects.
Supplier Relationship Management
+ Develop, and manage internal and external relationships with suppliers, cross- functional and/or multi-functional teams with regard to the following:
+ Manage all contracted suppliers.
+ Coordinate evaluations to determine supplier performance using rating systems and/or predetermined standards.
+ Schedule and drive meetings with supplier(s) selected. Coordinate, review and respond to supplier inquiries.
+ Serves as primary Procurement point of escalation for project issues.
Sourcing & Technology
+ Implement and maintain required systems, files/archives and databases of project execution.
+ Collaborate with the project team to maximize the value proposition and to capture and report savings on an on-going basis.
Management & Organization
+ Develop strategic plans, goals and objectives in alignment with Business Partners.
+ Develop a plan to staff a site procurement team when the timing is right to align with the project.
+ Ensure categories sourcing governance for the project.
Travel
+ Travel is required to major project locations at critical stages of sourcing and administration.
Qualifications
Minimum Requirements
+ Minimum education of a B.S. in Engineering or technical field is required.
+ Minimum of ten (10) years of work experience, Engineering/Construction related experience preferred,
+ Minimum of five (5) years procurement experience & five (5) years people management or team leadership experience.
+ Procurement process knowledge, category management, contract management, financial analysis, market analysis, supplier analysis, supplier management, technology utilization and strategic planning
+ Internal stakeholder management, data/information management, process redesign and continuous improvement expertise, project management and performance measurement skills.
+ Strong problem-solving skills and ability to work cross-functionally.
+ Must have a strong customer service orientation with excellent analytic, interpersonal, communication and negotiation skills.
Preferred Qualifications
+ Master's Degree is preferred.
+ Prior cGMP experience in biopharmaceuticals, pharmaceuticals, and/or medical device industry is highly preferred.
