Qualifications
Job Qualifications – Education, experience, and training that are required or desirable in order to effectively perform the job at the time of hire. An equivalent combination of education, training, and experience will be considered. Additional requirements and/or substitutions may be requested and require the approval of HR.
- A bachelor’s degree in Civil Engineering, Construction Management, or a related field is required.
- A minimum of ten years of related experience is required.
- Managerial experience is required.
- Registration as a Professional Engineer is required, with the ability to obtain Missouri registration within 12 months of employment.
- NIMS or Emergency Management Training required or ability to obtain within 12 months of employment.
- A valid driver’s license is required.
Knowledge, Skills, and Abilities – May be representative, but not all-inclusive, of those knowledge, skills, and abilities commonly associated with this position.
- Extensive knowledge of public infrastructure for both construction and maintenance, including wastewater collections & treatment, and water supply & distribution.
- Knowledge of industrial wastewater pretreatment, plant maintenance & operations, and biosolids land application processes.
- Significant knowledge of the principles, practices, and methods of utility budgeting, design, construction, maintenance, operations, billing and financing.
- In-depth knowledge of industry trends.
- Ability to work on complex issues.
- Good judge of talent, and the ability to lead, monitor, and supervise employees to achieve goals that contribute to individual and organizational success.
- Ability to create an ethical, non-discriminatory and safe work environment
- Ability to manage and monitor division operations and services and implement procedural changes as needed to improve workflow and productivity.
- Ability to communicate effectively and professionally with supervisors, subordinates, co-workers, and customers by telephone, in writing, and in person.

- Proficiency in use of basic business software (word processing, spreadsheets, email, presentations) and basic office equipment.
- Ability to use AutoCAD/ArcGIS software.

- Attention to detail and the ability to maintain focused concentration.
- Ability to plan and organize work, analyze and solve problems, and prepare and support comprehensive reporting.
- Regular attendance is a necessary and essential job duty. Job requires being reliable, responsible and dependable.
