Title: Director of Program Services
Supervised by: Chief Operating Officer
Classification: Full-time, Salaried, exempt
Starting Salary: $115,000 per year
Position Summary. The Director of Program Services is a key member of Jubilee’s Executive Team and provides leadership and direction for Jubilee’s industry-leading residential services to adults with intellectual and developmental disabilities. This includes oversight of Supported Living, Community Living Group Home, and Personal Support services for more than 150 people, provided by more than 350 Jubilee employees, with a budget of $30 million. The Director of Program Services must be an effective leader who fosters an environment where direct support professionals and middle managers are supported to successfully provide high quality services that meaningfully improve the lives of the people Jubilee supports. Success in this role requires regular communication with all teams at Jubilee, embracing a positive spirit of collaboration.
Responsibilities.
- Service Delivery. Provide leadership and direction for Jubilee’s residential services to adults with intellectual and developmental disabilities according to their needs and wants, as described in their person-centered plans and service authorizations.
- Team Leadership. Lead a multi-level Program Services department, composed of two Deputy Directors, more than a dozen Program Managers, more than a dozen Service Team Leads, and more than 300 Direct Support Professionals. This includes providing direct supervision to the deputy directors and leading team meetings with Program Managers to set direction and provide guidance and feedback for day-to-day service provision.
- Organizational Leadership. Serve as a member of Jubilee’s Executive Team, participating in organization-wide decision-making, including operational and budgeting decisions, strategic planning and implementation, and policy decisions. Attend and participate in Board of Directors meetings and committees as requested by the Executive Director. Participate in cross-departmental meetings and committees, including Management Team, Admissions, and Housing.
- Human Resources. Collaborate with the Program Services Department and across departments to support employee engagement and retention. Collaborate with the Human Resources Department in areas of recruitment, hiring, onboarding, training, timekeeping, overtime, personnel matters, and strategic initiatives. Serve on Jubilee’s Personnel Committee.
- Emphasize Community Engagement. Across Jubilee services, prioritize support for people being socially engaged in their communities and families. Collaborate with Jubilee’s Community Engagement Department in helping clients lead rich and fulfilling lives by forming relationships and participating in activities of interest.
- Internal and External Stakeholders. Form strong relationships with Jubilee staff, the people supported by Jubilee and their families, and Maryland and Montgomery County officials connected with our work. Maintain a reputation for responsiveness, empathy, and integrity among internal and external stakeholders.
- Compliance. Provide leadership to improve and maintain compliance with service requirements, state regulations, and Jubilee policies. This includes faithful implementation of service plans, documentation of services provided, maintenance of standard operating procedures, responsiveness and corrective actions following incidents, and audit readiness and response. Collaborate with the Quality Enhancement Department regarding person-centered plans, policies and procedures, health and safety matters, nursing, incident reporting, documentation, and other areas of compliance. Serve on Jubilee’s Human Rights Committee, which reviews behavior plans, incidents, and other areas that affect the human rights of people supported by Jubilee.
- Finance. Oversee Program Services revenue and expense budgets in collaboration with the Accounting and Finance Department. Ensure timely and compliant completion of service and work documentation for billing and payroll purposes. Review and approve service authorizations in the Long-Term Services and Supports (LTSS) system. Work across departments to address service authorization, utilization, billing, and Medicaid Waiver eligibility matters. Monitor and make recommendations for managing client custodial funds/balances.

Qualifications.
- Bachelor’s degree in a related field.
- Minimum of 7 years of professional experience in the delivery of community-based services to people with intellectual or other developmental disabilities, including at least 3 years in a leadership capacity.
- Demonstrated ability to lead a large team, make decisions, and solve problems..
- Advanced reasoning abilities and good judgment.
- Advanced written and verbal communication and interpersonal skills. People-first language and thinking are essential.
- Excellent organizational skills and attention to detail to effectively manage documents, priorities, and project lists.
- Strong technology skills to effectively use Outlook, Word, Excel, data systems, etc.
- True passion for the mission of the organization; desire to work with and learn from people who have intellectual and developmental disabilities.
- Bilingual (English/Spanish) is always a plus.
