SUMMARY:
Reporting directly to the V.P., Program Management is responsible for managing cost, quality and schedule of business unit programs. In addition to program management duties, this position requires regular direct interaction with key customers. With limited supervision or direction, the Director of Program Office will plan and execute multiple engineering design and manufacturing programs for defense, defense related and aerospace products. Programs are separately funded and usually have different customers and varied requirements. Programs include elements of design, analysis, materials and process development, test and evaluation of structures and components.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Champion the Gate Review process, within the organization and be accountable to
implement and ensure adherence to the established principles and guidelines.
Act as Lead Program Manager to mentor, coach, and train other program managers;
including managing day-to-day performance management issues, if required. Will act as a liaison between the Executive Staff and Program Management by attending Staff meetings.
Accountable for the operating budget of the Program Management; ensure adherence to established financial goals.
Assess Risk Management Plans on new proposals and ongoing programs.
Program Management Responsibilities:
Plan, develop, implement, and coordinate all assigned programs.
Design, establish, and maintain staffing and an organizational structure to effectively
accomplish the program management function; recruits, employs, trains, supervises, and evaluates program managers and staff members. Create program organization and staffing requirements.
Direct, oversee and supervise program team to meet customer quality, performance and schedule.
Coordinate with Engineering, Operations, Quality Assurance, and Finance, to manage programs effectively to assure overall business sales and profit goals are met.
Develop and manage program budgets for each program and perform regular cost and productivity analyses.
Monitor and evaluate program effectiveness; effect changes required for improvement.
Direct, manage, and oversee the daily administrative components of programs.
Develop and implement systems and processes to establish and maintain program
records.
Will utilize Earned Value Measurement techniques to create baselines, determine earned value from project status, calculate earned value indices, and estimate final cost and completion date for assigned programs.
Assist in the proposal preparation and negotiation process.
Implement continuous improvement strategies.
SUPERVISORY RESPONSIBILITIES:
Directly supervises employees in the Program Management Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS:
Strong communications skills both oral and written to be able to communicate effectively with all levels of management. Understanding of Finance, Operations and Contracts.
Requires practical experience with project management practices including work
breakdown structure, scheduling, resource loading, risk management and assessment, cost account management, cost estimation and planning (Integrated Master Plan and Integrated Master Schedule). Proficiency with Earned Value Measurement techniques.
Requires experience in change management and consensus building. Must have ability to collaborate across multiple departments to form strong relationships. Must be willing and able to travel. Working knowledge of Government contracts - Federal Acquisition Regulations (FAR). Proficient in the use of MS software including Word, Excel, PowerPoint, Outlook and MS Project required. Project Management Professional (PMP) certification preferred.
EDUCATION and/or EXPERIENCE:
Bachelors Degree in Engineering, Finance, or Business Management. A Professional in Project Management (PMP) Certification preferred. A minimum of ten years of progressive Programs Management experience, with a minimum of five (5) years in a management role, in an aerospace/DOD contractor environment; including supervision of subordinate Program Managers.
