PROGRAM/DEPARTMENT DESCRIPTION:
Through outreach, engagement, advocacy, referrals, harm reduction, and recovery services, we help people access the support they need. This role will help ensure the programs have the support they need to run services for the clients we serve.
OPERATIONS DUTIES:
* Assist the Bureau Administrator with administrative tasks, such as working on contracts, opening POs, and ordering supplies as needed.
* Requests badges and parking decals as needed for staff and visitors.
* Oversee the Newmarket storage and cleaning contracts; Meet with contract liaisons on a quarterly basis to discuss projects, billing and progress on services and discuss program needs.
* Attend budget related meetings related to set contracts.
* Oversee onsite (Engagement Center) Newmarket working crew based out of the Engagement Center.
* Coordinate and comnunicate use of Engagement Center space across BPHC.
* Work with Operations Fleet Management to ensure all vehicles under the Bureau's care are operating in a safe and working manner.
* Meet regularly with program staff and management to discuss program operational needs.
* Ensure programs have the necessary equipment to operate efficiently, including liasoning with IT as needed to address needs/issues.
* Participate in NIATx and other quality improvement projects; May lead quality improvement projects across the Bureau to help improve internal and external systems and processes.
* Make management approved purchases of supplies, equipment, and services.
* Serve as a member of the senior leadership team and represent the Bureau in meetings as needed.
* Oversee COOP staff training, planning and all provide feedback on emergency plans. Serve as the lead in the event of an emergency in evacuating clients and staff and helping to relocate at other campuses/locations.
* Work with Bureau leadership team, as well as programs on issues pertaining to the daily operations.
* Attend regularly scheduled meetings with BPHC Public Safety to continuously explore security and program safety.
* Attend RSB safety committee meetings and assist with Bureau wide safety protocols.
* Assist with hiring, training, supervising, and developing on-site personnel as requested.
* Assist in managing the line of clients entering RSB programs by creating safe protocols for entry and exits.
* Ensure staff compliance with BPHC policies and procedures as it relates to operations policies
* Develop operational plans with RSB program staff as needed.
* Provide back-up program operational support as needed with RSB programs, including at day spaces.
* Provide additional programmatic duties as assigned.
PROPERTY DUTIES:
* Make daily inspections of all of the Recovery Services properties listed above, including exterior grounds and all common areas.
* Ensure internal and external spaces of BPHC RSB spaces are in order (including storage)
* Serve as RSB's liaison to BPHC's Property Department. Report any and all property related issues to the Property department via work orders submitted through Asset Essentials. Work and meet regularly with Property regarding program needs within the Bureau and attend walkthroughs with Property and the Director of Administration and Finance of the various locations.
* Maintains relationship with staff members, suppliers, vendors and professionals servicing the property.
* Set up RSB programs to be trauma informed and low threshold spaces. Meet with Directors to incorporate client and program feedback.
* Set up spaces used for training, meetings and staff events and reorganize back to original set up.
* Respond onsite 24/7 to any Property related emergencies at any of the Recovery Bureau's sites.
* Serve as the RSB liaison for all Bureau wide building renovations and construction projects.
* Attend biweekly meetings between RSB and Property Management staff.
* Obtain certificates, permits and meet all licensing requirements for all RSB locations.
* Continue to handle directly all property related issues at the Engagement Center.
* Obtain thorough knowledge of power, water and gas turnoffs, clean out traps, fire extinguishers.
* Ensure that all programs and facilities are safe for clients, staff and guests.
* Participate in any RSB building construction, renovation, or new program property/building start-up processes.
* Performs other duties as requested.
OTHER DUTIES:
* Works in a confidential capacity. Uses independent judgment and discretion to make decisions affecting the department and staff as it relates to unit operations/services and BPHC policy.
* Provides coverage and represent Bureau in the absence of a Program Director and/or Senior Leadership in emergency situations.
* Possess the ability to operate independently while maintaining regular scheduled supervision.

* Work or special projects and request from Bureau leadership and programs.
* May supervise staff and interns in the future.
* At least four years' experience in related field.
* Demonstrated ability to work harmoniously with other employees, program staffs and clients.
* Demonstrated ability to work independently.
* Demonstrated experience supervising staff preferred.
* Working knowledge of electricity, plumbing and carpentry.
* Familiarity with HVAC systems and various appliances.
* Exceptional communications skills and attention to detail.
* Ability to supervise, teach, motivate staff and practice/demonstrate good safety habits.
* Required to possess and maintain a valid Massachusetts driver's license.
Preferred or Plus:
* Operational facility experience in low threshold environment with vulnerable populations
