The hiring range for this position is $96,600.00 (minimum salary) to $134445.50 (midpoint of range) dependent upon qualifications.This position is responsible for the management and oversight of all Human Resources department operations, including personnel, benefits, safety and risk and employee wellness.
The work consists of varied administrative and technical duties. The necessity of responding to unforeseen and immediate concerns contributes to the complexity of the position.
Job ResponsibilitiesMajor Duties
- Directs and supervises all department personnel and resources; assigns, supervises, evaluates, disciplines, and promotes personnel.
- Monitors and reviews daily operations to assure conformity with department goals.
- Develops programs and policies dealing with recruitment, selection, position classification, compensation, employee relations, employee benefits, training and development, safety and risk, insurance and health services/wellness.
- Interprets personnel rules and regulations for supervisors and monitors compliance.
- Supervises the processing and maintenance of personnel transactions.
- Directs the administration of position classification and pay plans; directs the administration of employee benefit programs; directs the process of employee disciplinary actions.
- Supervises the Workers' Compensation and Safety/Risk Management programs.
- Directs the development and implementation of Human Resources Department goals, objectives, policies and priorities for each assigned service area; establishes, within City policy, appropriate service and staffing levels, allocates resources accordingly.
- Provides resources and programs for employee training and development for all city employees.
- Oversees maintenance of personnel files according to applicable state and federal laws.
- Develops and administrates department budget.
- Guidelines include city policies, and procedures, and relevant federal and state laws and regulations. These guidelines require judgment, selection, and interpretation in application.
- This position supervises Human Resources staff and oversight of contract staff at the Employee Health and Wellness Center.
Education/Experience Requirements
- Graduation from a four year college or university with major course work in public, business or personnel administration or a related field, with at least 10 years of progressively responsible experience in personnel administration and management; or an equivalent combination of training and experience.
- Public personnel experience preferred.
- PSHRA-HR or SHRM CP or SCP certification required.
- Knowledge of the principles and practices of public personnel administration.
- Knowledge of personnel and management laws, principles, practices and techniques as they relate to the administration of manpower resources and planning, position management, staff development and training, policy development and administration, employee relations and related personnel management functions and services.
- Knowledge of the principles, practices and techniques of municipal government.
- Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina.
- Knowledge of management and supervisory principles and practices.
- Skill in the operation of computers and other standard office equipment.
- Skill in planning, organization, and decision making.
- Skill in the supervision of personnel.
- Skill in oral and written communication.
The work is typically performed in an office while sitting at a desk or table or while intermittently sitting, standing, or stooping.
