Position Summary: As a member of the Director Leadership Team, the Director of Finance and Accounting reports to the Chief Operating Officer (COO) and principally performs a strategic role in the Director Leadership Team and is responsible for the overall District Finance and Accounting Department. The Director is responsible for planning, implementing, directing and managing staff resources, staff development, operations, and administrative functions of the District Finance and Accounting Department. The Director organizes, directs and oversees all aspects of client services management by establishing policies, procedures, controls, and reporting systems to ensure daily operations, legal and regulatory compliance, and client satisfaction. The Director provides leadership within the Department, and collaboratively with the other Directors and across the Company.

Major Responsibilities:
- Department Management
- Develops, establishes and ensures adherence to Department policies and procedures related to client services and in compliance with regulatory requirements and best practice, to ensure high performing, effective and efficient client service teams.
- Coordinates and communicates frequently with the Assistant Director in all areas of Department Management, ensuring alignment with the Director's and the Company's leadership.
- Responsible for staff performance, including communication of performance issues, steps to ameliorate issues (such as training), and documentation where required.
- Anticipates operating challenges and situations to provide a proactive approach to solutions.
- Research and provides recommendations to strategically enhance systems, tools and resources for overall client services and oversees implementation.
- Provides annual department budget and oversee throughout the budget year.
- Oversight of each client budget and adherence to billable hours and agreed upon scope.
2. Supervise Department Personnel
- Demonstrates Company culture and values in leadership role.
- Responsible for directing staff activity, preparation of department budget allocations and assigning workload.
- Oversees the development and mentoring of staff through clear and consistent communication using the Proficiency Review and other available information. Responsible for determining position responsibilities and proficiencies, and participation in performance evaluations. Oversees and assigns training of all staff.
- Holds staff accountable to Department and Employee policies and procedures.
- Ensures staff has appropriate and sufficient resources.
- Responsible for the scheduling and coordination of team members including special working arrangements and client coverage during staff PTO.
- Responsible for monitoring and maintaining department personnel job satisfaction, department morale, and adherence to company values.
- Participates in the recruitment of new staff, including performing interviews and Other established hiring processes.
3.Client Relations
- Evaluates and manages overall client expectations and client satisfaction of Department services.
- Oversees client budgets and holds staff accountable for under/over budget amounts in order to provide services according to defined scope and client expectations.
- Provides all department contract addendums and coordinates to ensure all contracts and addendums are accounted for and executed by following established processes and procedures.
- Participates in developing new business, including providing proposals and involvement in marketing efforts, meetings with potential clients, Metro District 101 presentations and assistance with marketing materials.
4.Company Relations/Director Team
- Intentionally establish and maintain strong relationships with Department Directors and Assistant Directors to coordinate, implement and model company policies and procedures, culture and core values, and to address challenges related to daily operations and client services.
- Works with COO and CEO on company policies and procedures, department concerns, and overall directives of the Company.
- Works with COO and CEO on strategic growth and development of department client services and long-term growth of the company
- Works across departments to manage overall client services and company operations, balancing department and company needs.
- Provides leadership to the Director Leadership Team and to all staff in alignment with Company culture and the Director Leadership Team's shared directive.
- Employs teamwork to solve current issues and proactively solve future issues across all departments.
- Demonstrates, promotes and ensures adherence to Pinnacle culture.
- Responsible for the Department's role in the overall well-being and financial health of the Company.
- Implements annual goals and focus on a Department level ensuring alignment with the Company's annual goals and focus.
- Collaboratively develops, establishes and ensures adherence to Company policies and procedures.
5.Senior Accounting Manager/Accounting Manager
- May serve as Senior Accounting Manager/Accounting Manager for specified clients.
6. Other Duties as Assigned
Supervised by: COO
Supervises: All Department members of the Finance and Accounting Department in conjunction and consultation with Assistant Director of Finance and Accounting.

- Bachelor's degree in Business Administration, Accounting or Finance, or related field.
- Certified Public Accountant with current license preferred.
- Five or more years of progressively responsible experience in financial management or closely related experience.
- Experience in the operation of special districts (Title 32 Governmental Agencies), non-profit accounting, or governmental accounting is beneficial
- Working knowledge of city and state government laws and processes related to formation of special districts and ongoing relations.
- Thorough knowledge of core government finance practices, including budgeting, fund accounting and governmental financial reporting.
- Thorough knowledge of debt issuance procedures, practices and reporting.
- Considerable knowledge of State and local government statutes, rules, ethics and recommended practices governing finance/accounting activities and operations.
- Considerable knowledge in developing, evaluating, maintaining and monitoring an effective internal control environment.
