BASIC FUNCTION:
This position directs, manages, evaluates, budgets for, develops and organizes all activities relating to Facilities Management programs provided by the Hospital.
DIMENSIONS:
Reporting directly to this position are the following departments: Health Center Engineering; Security; Safety Management; Building Shop Services (HVAC, Carpentry, Electricians); Facilities; Space Management and Building/Grounds.
NATURE AND SCOPE:
- Interacts internally with Executive Management, Hospital Administration, Department Heads, University and Hospital officials.
- Interacts externally with high-level managerial personnel at the University, other hospitals, bargaining units (unions), etc.
PRINCIPAL ACCOUNTABILITIES:
- Develops programs criteria, control & evaluate systems for the following functional areas: Health Center Engineering, Safety Management, Building Shop Services, Facilities, Space Management and
- Building grounds.
- Reviews and authorizes expenditures of department finding in accordance with Hospital/University financial policies.
- Supervises department directors in their areas of responsibilities by recommending appointments, promotions and other personnel actions as appropriate. Conducts regular performance reviews in accordance with Hospital policy.
- Reviews, evaluates and recommends changes in administrative policies of the various departments to ensure objectives are achieved, policies are followed and regulatory and Joint Commission accrediting standards are met.
- Reviews and evaluates recent trends in Hospital Administration making recommendations to the Associate Hospital Director as needed to include improvements in Hospital facilities and operations.
- Coordinates and prepares documents to be submitted for Certificate of Need (CON). Develops and maintains documents for capital acquisition projects.
- Manages major and minor renovation projects.
- Reviews departmental budgets and allocation of resources, making recommendations to the Associate Hospital Director based on cost analyses.
- Interprets Hospital and departmental policies, objectives and operational procedures to department heads.
- Resolves problems with department heads and staff members about staffing, utilization of Hospital facilities, equipment and supplies.
- Inspects operating functions for evaluation and prepares reports as needed or delegated.
- Serves as a chair or member of various established Hospital committees and ad hoc committees, as selected or assigned.
- Represents the Hospital at professional meetings and seminars. Conducts special projects and studies as needed.
- Promotes adherence to the Health Sciences Compliance Program, the Howard University Code of Ethics and the Health Sciences Standards of Conduct.
- Attends annual and periodic mandatory Compliance Program training including the Health Insurance Portability and Accountability Act (HIPAA) Privacy training.
- Participates in activities that promote adherence to federal healthcare program requirements. Actively participates in Health Sciences Compliance Program activities. Adheres to the requirements of the HIPAA Privacy Policies and Procedures. Maintains confidentiality of patients, families, and staff. Assumes other duties and responsibilities that are related and appropriate to the position and area. - Ability to manage the operation and maintenance of the Hospital's buildings, grounds and other satellite facilities.
- Knowledge of administrative and management practices governing Environmental Services, Material Management, Health Center Engineering, Building/Grounds and other facility activities.
- Broad technical knowledge of the operating capabilities and maintenance requirements of various kinds of Hospital facilities and equipment.

MINIMUM REQUIREMENTS:
Bachelor's degree in Business Administration, Health Services Administration or related field. Master's degree is preferred.
Five (5) to ten (10) years of progressively responsible management experience with four years of those years in a complex organizational setting with responsibilities for organizational operations.
Must be able to stand, walk, sit, write type, speak, hear, calculate, compare, edit, evaluate, interpret and organize for extended periods of time.
