Director of RTF Overview
The Director of Children’s Residential Treatment Facility (RTF) will be responsible for all administrative and operational oversight of the residential treatment facilities licensed under the Department of Human Services 55 Pa. Code Chapter 3800 regulations. The RTF is a specialized neurobehavioral unit, which provides treatment and support services to individuals under the age of 21, diagnosed with intellectual and developmental disabilities and autism spectrum disorders. This position ensures regulatory compliance in preparation for annual licensing and is directly responsible for the overall operation of the program, the personnel management of residential staff (e.g., Program Managers and Residential Staff), the operational systems of the residential treatment facility, and assists with the clinical services operating within the residential facilities. This position also requires oversight of associated program budgets and management of payroll and staffing. This position requires knowledge of applied behavior analysis and operates as a clinician within the RTF.

Requirements
- A Doctoral degree in behavior analysis or psychology is preferred; minimally requires a Master’s degree in behavior analysis or a related field of study with a concentration in behavior analysis.
- Board certification in behavior analysis (BCBA) required
- A valid US state driver’s license and a minimum age of 21 years old. Must be capable of attaining approved Melmark driver status.
- Knowledge of regulatory standards for PA’s DHS 55 Pa. Code Chapter 3800 Regulations. This individual must have training in behavior management, be knowledgeable of Applied Behavior Analysis and be able to demonstrate bringing applied research to practice. This individual must have direct training and experience in implementing behavior assessment strategies and designing clinical interventions programs based on data.
- Minimum of five to seven (5-7) years of clinical and operational supervision with an applied community setting and in implementing evidenced-based procedures for individuals with developmental disabilities, autism and challenging behaviors. Minimum of two to three (2-3) years experience in program management, skills in human resources, budget management and running residential, educational or clinical systems.
Director of Children’s RTF Responsibilities
- Assists the Senior Director of Clinical Services and Senior Director of Children’s Services (Melmark PA) in defining and organizing the general course, priorities, and goals for all RTF residential programs.
- Oversees all administrative duties relating to the RTF program (e.g., expense reports, program supplies, ordering processes and approval, and record keeping of regulatory documentation).
- Ensures compliance with all regulatory standards of DHS and any other regulatory bodies, as appropriate. Represents the department in meetings with agencies (local and state) for annual inspections and/or licensing reviews as it relates to RTF Services.
- Provides oversight of all areas of residential programming to ensure quality services are being provided for the individuals in the RTF. Ensures implementation of Behavior Intervention Strategies: Policies and Procedures as outlined by Melmark.
- Coordinates all admissions to the RTF program with assistance from the Director of Admissions and Clinical Case Manager with the direct oversight of the Senior Director of Clinical Services and the Senior Director of Children’s Services (Melmark PA). Ensures maintenance of established occupancy levels at or above budgeted levels.
- Coordinates with the Clinical Director and Clinical Case Manger to oversee the discharge process for the RTF program.
- Oversees (with the assistance of the Children’s Clinical Director and Clinical Case Manager) timely reporting of all adverse incidents, restrictive procedures and restraints directly to MCO’s and all Unusual Incidents to DHS, as required.
- Determines and attempts to secure (with oversight and approval from Senior Director of Clinical Services and Senior Director of Children’s Services, Melmark Pa) the resources needed to reach identified programmatic goals, including program materials, educational/instructional curricula, training materials and a functional departmental structure to implement necessary action steps toward program goals.
- Oversees (with the assistance from the Assistant Director of RTF) the ISP planning process, ensuring that high quality and thorough documents are prepared in a timely manner. Ensures the quality of all ISP documents reflect the unique needs of each individual and meet all regulatory requirements for both content and timeframes.
- Under the direction of the Senior Director of Clinical Services and Senior Director of Children’s Services Melmark Pa, ensures policies and procedures on behavioral strategies are implemented consistently and accurately across settings.
