About the Job
Under the direction of the Vice President, Finance and Administration, the Director of Buildings and Grounds provides oversight of daily operations for the engineering, maintenance, custodial, housekeeping, grounds and facility/events rental work centers to deliver continuously improved services that advance the teaching, learning and living environments on campus while capitalizing on efficiencies, reducing costs and increasing revenue. This position has an integral role in coordinating the University's Master Plan that addresses deferred maintenance and facilitates capital improvement initiatives. This position collaborates with various internal and external partners. This position oversees the implementation of safety and environmental initiatives to ensure they are consistently administered in compliance with the University's policies and government regulations. This position is responsible for the complete repair and maintenance of all buildings, building systems, and the grounds through a staff of direct reports, second tier reports and various vendors.
Primary Responsibilities:
- Sets a compelling vision for the Buildings and Grounds team in alignment with the University's mission and objectives.
- Thinks strategically around long-term needs and planning.
- Plans and manages the departmental budget, including the operating, capital improvement and personnel budgets.
- Sets performance plans, goals and expectations and ensures empowerment and accountability across the team.
- Develops and implements proper training for staff development and growth.
- Prepares and develops new procedures or standards for the team with the purpose of increasing safety, productivity, efficiency and improving the technical application of service while reducing cost and improving service to the community.
- Stays abreast of new developments, regulations, policies and procedures related to all maintenance functions mandated by federal, state and local officials.
- Leads capital improvement projects, including management of internal project committees, serving as the Owner's Representative with project partners (architects, engineers, contractors and vendors); monitors contractor performance and meets with contractors to ensure contract compliance; provides regular updates to leadership and communication to the community, reviews and approves contractor invoices.
- Represents the department on various committees.
- Strategizes the means and methods to complete work with minimal interference to the University's operations.
- Provides direction and leadership to direct reports when problems or emergencies arise; follows up with direct reports and customers to ensure that projects are completed properly, efficiently and effectively; takes formal corrective action on personnel complaints, conduct, or performance problems; authorizes payroll; and approves employee selection, performance evaluation, promotion, termination and other related actions.
- Coordinates the activities of direct reports to ensure completion and accuracy of facility operating criteria and standards.
- Develops and executes project plans to prepare facility for operation, including renovations, relocations and expansions.
- Develops and implements energy conservation programs.
- Develops and implements sustainability programs for the University.
- Develops and maintains preventative maintenance and long-term capital programs.
- Prepares requests for proposals, analyzes and performs cost of ownership analyses.
- Develops and establishes standards for all buildings and grounds FF&E, systems and processes.
- Develops project-specific capital budgets and timelines and manages projects to meet them.
- Develops detailed project plans and schedules for University-related projects using PMI standards and related tools such as Gantt charts and Work Breakdown Structures.
- Establishes maintenance processes and procedures.
- Oversees contract negotiations with contractors and third party vendors and ensures performance standards are met.
- Plans, organizes, staffs, directs and controls the day-to-day operations of the department.
- Performs all human resource management functions including hiring, terminations, skills development, recognition and rewards, performance management and staff productivity.
- Establishes and maintains positive relationships with internal customers, third party vendors, and external customers.
- Establishes and maintains key performance metrics that drive success in operations.
- Performs other duties as assigned.
Skills and Experience:
- Bachelor's degree in Design Engineering, Mechanical Engineering, Civil Engineering, Business Management or related field required. Master's degree preferred.
- Minimum of four (4) years of experience required of design engineering, project management, facility management or related area.
- Three (3) years of experience required of prior management with progressive responsibility.
- Demonstrated project management skills.
- Strong verbal and written communication skills
- Excellent interpersonal, organizational, critical thinking and problem-solving skills.
- Ability to work independently and under minimal supervision.
- Intermediate to Expert knowledge of Microsoft Office Suite and Microsoft Project is required.
- Strong understanding of contracting practices and methods.
- Ability to read and interpret mechanical and electrical drawings and manuals
- Knowledge of motors and motor control methods
- Knowledge of applicable safety codes.
- Knowledge of local, state and federal regulations, policies and procedures across all maintenance functions, including safety precautions, contracting and purchasing.
- Knowledge of administrative, management and supervisory procedures and practices.
- Broad knowledge of current methods, theories and practices of technical and general maintenance, repair and construction of facilities.
- Broad knowledge of local and national building, electrical, plumbing and mechanical codes.
- Skill in project planning, cost planning, cost estimating and preparation of Requests for Proposals.
- Skill in coordinating work for capital construction projects and facilities modifications.
- Ability to negotiate contracts with vendors.
- Ability to serve as the contract manager on large projects, including ensuring contract compliance.
- Ability to quickly and satisfactorily resolve facilities repair, budgetary and maintenance concerns.
- Ability to prioritize, plan and monitor work of team and contractors to meet the University's needs; to direct team regarding complex work problems; to enforce safety and other regulations where applicable; to read and interpret work orders, blueprints, diagrams and sketches.
- Ability to take appropriate corrective action in emergency situations involving operation of facilities.
- Demonstrated ability to build professional rapport.
