About the Job
The Director of Maintenance and Facilities Management reports to the Chief Administrative Officer and is a member of the senior leadership team. The Director is responsible for ensuring the preventive maintenance and repair of all properties operated within AHRC Nassau’s family of organizations, including all program and administrative buildings, equipment, and grounds. The Director oversees a team of maintenance workers and supervisors and engages contractors as needed to ensure that the physical conditions at all locations are safe and conducive to the functions inherent to their intended us and daily operations. As a member of the organization’s senior leadership team, the Director collaborates with other department heads to facilitate inspections, repairs, modifications, new development, and other routine and emergent needs.
Responsibilities:Primary duties and responsibilities include but not limited to:
- Hires, trains, monitors, evaluates, and supervises a team of maintenance supervisors and workers to maintain safe and comfortable facilities throughout AHRC Nassau’s family of organizations. Ensures that all locations comply with relevant laws, regulations, and safety standards. Ensures that all service locations are in compliance with regulatory requirements (NYS OPWDD, NYS SED, NYS OCFS, NYS DOH, etc.) and that deficiencies and concerns identified by internal and external inspectors and surveyors related to site, safety, fire safety, and physical plant.
- Oversees and manages routine and emergent minor and moderate repairs and maintenance projects through assignments to staff and contractors. Ensures satisfactory performance of department in completing repairs and projects. Maintains an effective work order system for receiving routine and emergent maintenance requests, assigning work orders, monitoring progress, and ensuring completion of all work orders submitted.
- Responds to emergent and time-sensitive repair and maintenance requests received directly from department heads by investigating situations, determining courses of action, and executing actions to resolve issues completely and timely. Communicates obstacles, delays, and other unanticipated conditions with department heads and develops and implements strategies to address.
- Establishes and maintains an effective after-hours on-call system to ensure a prompt and effective response to emergencies that arise outside of normal business hours. Is available and responds to direct calls after-hours to support staff in resolving emergent issues.
- Establishes and maintains an effective system for preventative maintenance and schedules of inspections and validation to ensure the safety and ongoing operation of residential and other community-based program locations, schools, administrative, and other buildings and grounds, identifying and correcting any potential hazards and ensuring compliance with all building codes and state and municipal regulations and requirements.
- Collaborates with the fiscal department to develop an annual budget including staffing, supplies, and capital expenditures. Ensures that the department’s spending remains within budget through careful management of staffing hours, vendor engagement, agency vehicle usage and purchasing, and through maintenance and security of equipment and supplies.
- Maintains compliance with all the organization’s policies and procedures for purchasing, including obtaining competitive bids when required, engaging minority and women-owned businesses, and obtaining any required prior approvals for expenditures.
- Collaborates with Director of Administrative Services and fiscal department representatives to facilitate proposals for reimbursement from NYS OPWDD, grant funders, and other revenue sources to offset expenses for repairs, property improvements, and other projects.
- Evaluates physical conditions of all sites and develops long-term plans for preventative structural repairs and upgrade or replacement of mechanical systems (e.g., HVAC, roofs, etc.) as needed. Promotes property improvement by investigating opportunities and proposing facility modifications, new programs, and enhanced systems, consulting with colleagues, and implementing plans to improve the safety, accessibility, functionality, efficiency, and safety of all properties.
- Collaborates with Director of Projects & Capital Improvements to identify, assist with, and facilitate completion of major projects, manage vendors, and maintain improvements following completion of project.
- Supports the organization’s strategic plans and goals, COMPASS and CQL certification and goals, and leads initiatives as appropriate.
- Collaborates with program staff and administration to supports person-centered excellence through facilitating personal preferences for residential environments when possible.
- Performs all other duties as requested by the Chief Administrative Officer
Qualifications:
- Ten (10) years relevant experience delivering and overseeing facilities maintenance, preferably in a long-term care or healthcare facility. Experience in OPWDD, SED, and/or DOH licensed programs strongly preferred.
- Five (5) years supervisory experience required; Ten (10) years preferred.
- Experience engaging and managing general and specialty (electrical, plumbing, etc.) contractors required.
- Knowledge of physical plant construction, mechanics, repairs, and improvements.
- Knowledge of municipal building codes and governmental requirements and protocols for facilities (e.g., OSHA, HAZMAT, etc.).
- NYS Certification as a Building Safety Inspector, Code Enforcement Official, or similar credentials preferred;
- Valid NYS driver’s license with acceptable record of driver safety required
