General Summary:
Reporting directly to the EVP/Chief Development Officer, the Director Development Administration is a leader who assists the EVP with setting the strategy for and providing management and administrative oversight of the Office of the EVP/Chief Development Officer and all departments reporting to the EVP. This includes oversight of all operations, project tracking, departmental reporting and performance, staff, internal and external relationships, and special projects as assigned. Represents the EVP as necessary. Will operate under general direction only, with a high level of autonomy, discretion, judgement, integrity, tact, and diplomacy.
Essential Duties and Responsibilities:
- Directs and manages the Office of EVP/Chief Development Officer.
- Assists the EVP with setting the strategy for and providing management and administrative oversight of departments and related capital projects within her portfolio of responsibility.
- Oversees all Development department operations such as performance, productivity, quality, processes, reporting, costs, and compliance with policies and regulations.
- Oversees development and maintenance of policies, standards, and procedures for the Development Department.
- Leads and manages project teams and special projects as assigned.
- Coaches and guides employees within the Development organization.
- Tracks departmental contracts for full life cycle including procurement, execution and close out to ensure contracts are managed in accordance with contract terms, projects scopes and budgets, and industry best practices.
- Directs recruitment, retention, and employee development activities for the Development department.
- Instills and fosters a change management and continuous improvement mindset.
- Ensures the accuracy, timeliness, and success of all business activities for the Development department, including budget, human resources, and technology.
- Ensures activities of the Development department adhere to agency policies, procedures, and proper protocol. Implements programs, policies, systems, and procedures in accordance with financial and operating plans.
- Partners and builds relationships with internal stakeholders and external partners.
- Monitors Development department goals and targets and works with staff to deliver and report exceptional results.
- Performs complex research, manages data, reviews documents, and conducts special studies and analyses.
- Pursues resolution of major, complex issues working collaboratively across the organization.
- Composes, prepares, and edits a variety of correspondence, documents, memos, reports, and responses to information requests, including those of a confidential or sensitive nature relating to the EVP and agency.
- Performs other related duties as assigned.
Minimum Knowledge, Skills, and Abilities Required:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
- Bachelor’s degree from an accredited college or university. Advanced degree or special certifications in Public Administration, Business Administration, Project Management, Data Analytics, or related field preferred.
- Five (5) years professional experience managing complex and sensitive administrative matters in a public agency, preferably in project management, engineering, planning budget, research, or data analysis, including three (3) years of management responsibilities, (advanced degree may substitute for one (1) of the three (3) required years of management experience).
- Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
- Knowledge of relevant federal, state, and local regulatory and policy environments.
- Knowledge of project management, performance metrics, and reporting; ability to analyze, assess, design, and adjust process flows and the related quality and efficiency impacts.
- Effective leadership skills.
- Exceptional written and verbal communication skills.
- Strong analytical, interpersonal, problem-solving, and conceptual skills. More specifically, the ability to quickly understand new information, assimilate and organize it logically, and explain it to others orally or in writing / with visuals.
- Project management skills with experience in organizing, planning, budgeting, and executing large-scale projects from the envisioning stage through implementation, involving internal and external personnel, contractors, and vendors.
- Technologically proficient.
- Ability to act with a sense of urgency when important matters arise and/or are identified and marshal resources to get things done.
- Ability to use resources effectively and efficiently.
- Ability to effectively build teams and lead organizations. Creates strong morale and spirit in his/her team. Fosters open dialogue. Defines success in terms of the whole team. Creates a feeling of belonging in the team.

Working Conditions:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
