Job Description And Duties
Under the direction of the Deputy Executive Director for Consumer Policy, Transportation and Enforcement, the Director of the Consumer Protection and Enforcement Division (CPED) leads the division to develop, manage and implement policy, programs and regulations, and enforcement to meet the Commission’s mission of ensuring safe, reliable, and affordable utility and passenger transportation services in California. The Director works with the Commissioners, the Governor’s Office, the California Legislature, external stakeholders and senior management within the CPUC. The incumbent leads consumer protection efforts on utility enforcement against fraud, waste and abuse, as well as passenger transportation policy and enforcement at the CPUC, with hybrid staff located in San Francisco, Sacramento, and Los Angeles.

A Statement of Qualifications (SOQ) is required. The SOQ is a narrative description of how your training, experience, and education qualifies you for the CEA A, Director, Consumer Protection and Enforcement Division position. In addition, the SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing.
The SOQ must address each category/question using specific examples of your education, training, and experience.
The SOQ must be:
- Numbered and addressed in the same order as listed; do not consolidate the responses.
- Typed, single-spaced, in size 11-point font or larger, and no more than three (3) pages in length.
Applicants who do not follow these parameters shall be disqualified from the examination.

Please write your SOQ to address the following:
- Experience managing and overseeing program staff and multi-disciplinary groups, including setting priorities and proactively identifying and addressing opportunities for improvement.
- Ability to organize, plan, develop, and implement programs in collaboration with Legislators, other state agencies, peers, and stakeholders in crafting strategies for implementation of the PUC’s decisions and policies.
- Experience with strategic planning and project implementation for continuous program growth and improvement, including management, budget and contract preparation, and implementation of an organization’s decisions and policies
- Experience with regulatory compliance, consumer protection, and enforcement to direct activities and advise policy decision makers.
- Strong leadership skills, professional integrity, and the ability to motivate professional employees while modeling and supporting the organizational values of accountability, excellence, integrity, open communication, and stewardship.
- Ability to professionally represent the Commission both orally and in writing before public forums, other government agencies, and the state Legislature on matters relating to public policy and agency administration.
