About the Job
The County of Riverside's Department of Housing, Homelessness Prevention, and Workforce Solutions (HHPWS) is hiring two Development Specialist Trainee/I's to join the Housing Development team located in Riverside and Indio . The incumbents will perform a variety of duties involved in providing housing assistance to low income persons under Federal, State and local funded housing programs targeting low income households.
Competitive candidates will have exceptional writing, knowledge of budget concepts, and experience preparing grant reports and other related written submissions. Candidates with experience working within real estate and processing files for publicly subsidized programs and determining eligibility are also highly regarded .
Bilingual-Spanish is required.

EXAMPLES OF ESSENTIAL DUTIES
• Perform advanced paraprofessional and entry level professional duties which involve basic technical and analytic work in affordable housing and other related work as required.
• Processing housing program applications.
• Determining eligibility.
• Assisting Spanish speaking clients with filling out program applications.
• Servicing files for Mobile Home Tenant Loan (MHTL) program.
• Long term affordability compliance monitoring.
• Prevailing wage monitoring.
• Attend regular community meetings
• Marketing housing programs.
• Processing form 11's, preparing loan agreements.
• Project management of affordable housing developments.
• Research and maintain files on local available resources of acceptable low-cost product outlets and service providers; present supportive services information to individuals and groups.
• Review publications and government guidelines and regulations affecting federally funded programs.
• Summarize information for review and analysis by the division supervisor.
• Develop or revise forms, checklists and questionnaires as needed; assist in developing, revising and distributing applications and proposal forms and tracks status.
• Provide technical support and assistance to administrative agencies, staff members, current and potential program operators, schools, and community organizations.
• Review applications, proposals and routine contracts for completeness and accuracy; write routine narratives for limited scope contracts; review and revise contract documents.
MINIMUM QUALIFICATIONS
DEVELOPMENT SPECIALIST TRAINEE ($15.0000 - $21.7866)
OPTION I
Education: Completion of 18 semester or 27 quarter units from an accredited college or university in the social or behavioral sciences, public or business administration, or a closely related field. (Additional qualifying experience may substitute for the required education on the basis of one year of experience for 9 semester or 13.5 quarter units of college coursework.)
OR OPTION II
Experience: Two years of experience in any one of the following areas: 1) interviewing clients in employment, unemployment, personnel, disability, insurance, worker's compensation, social security, physician, insurance or similar offices or agencies; 2) providing direct counseling or social services to individuals or groups within a public or private human services agency; 3) journey level clerical experience within a publicly funded employment or job training program; 4) contacting employers for the purpose of job development for clients; 5) locating and placing clients in suitable employment situations; or 6) marketing of services or supplies to agencies or organizations.
OR OPTION III
Experience: Six months of experience working in an administrative staff capacity:
1) Performing program analysis, public relations, marketing, finance, or commercial real estate transactions in one or more of the following areas: economic development, workforce development, industrial development, housing and community development or commercial development projects.
OR
2) Developing plans, evaluations and recommendations, or in counseling and providing program administration within an employment or training operation.
OR
3) Performing organizational analysis, human resources, budget/finance or related administrative support function.
Knowledge of: The principles of interviewing; the employment problems of economically disadvantaged persons; basic statistical methods and their uses.
Ability to: Learn laws and regulations governing the funding and operations of publicly funded training programs; learn the gathering and analysis of basic program data; learn to understand and interpret the provisions of basic government regulations, policies, and programs; reason logically, draw valid conclusions, generate and evaluate alternatives; establish and maintain effective relations with clients, private and public employers, other community service agencies and civic groups, the general public, and fellow staff members; learn to communicate effectively in oral and written form to individuals and groups of various organizational and socio-economic levels.
DEVELOPMENT SPECIALIST I ($17.6204 - $26.0419)
Education: Graduation from an accredited college or university with a bachelor's degree in business or public administration, behavioral science, social science, political science, public policy, urban studies, education, marketing, economics, environmental sciences, geography, or a job-related field similar to that utilized within the County of Riverside EDA.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
