JOB SUMMARY: EMCOR Government Services, Inc. is seeking an energetic experienced professional to serve in the capacity of a Deputy Project Manager/Quality Control/Safety Manager in Mechanicsburg, PA. The successful candidate will be responsible for developing, refining and implementing our comprehensive Quality and EHS programs to support our Data Center Operations with the aim of driving best practices across the industry. This role requires a deep understanding of data center infrastructure as it relates to Quality & EHS, a proven track record of program design and implementation, and the ability to collaborate effectively with local and global teams. QC / Safety responsibilities include ensuring, through various audits, inspections, tests, and measures that the Contractor’s personnel performing under this contract follow approved procedures / directives when performing repairs to equipment, performing work under service calls, alterations, and maintenance and variety of electrical, electronic, and HVAC systems. This position is also responsible for overseeing the project safety program to include providing weekly safety training to all site employees, reporting and investigating accidents, inspecting work sites to ensure proper safe work practices are followed and the hierarchy of controls are utilized by project personnel. This role is reported to the Project Manager in the absence of the Project Manager. The Project Manager may also delegate other management and administrative duties and responsibilities at their discretion.

JOB TITLE: Deputy Project Manager / Quality Control / Safety Manager (DISA)
DUTIES & RESPONSIBILITIES:
+ Manage the development and implementation of an effective Environmental Health & Safety strategy for the data center to mitigate risk and safeguard personnel, company and customer information and physical assets.
+ Planning, implementing, and improving health and safety programs specific to data center operations. This includes developing measures to address workplace safety, such as, Electrical Safety, ARC Flash, Fire Suppression, Chemicals, Noise, Work at Heights.
+ Establish a proactive safety culture and promote continuous improvement in EHS performance across all locations globally through understanding of High-Risk Activities, work planning, and engage stakeholders from the workforce to leadership.
+ Develop and monitor site quantifiable KPIs, set goals, track metric progress, and make data-driven decisions.
+ Support an aggressive Quality Control Program that emphasizes on-going systematic analysis of potential problems with equipment or system failures.
+ Conduct regular assessments and audits to identify and mitigate EHS risks.
+ Inspect and validate work performed by EMCOR, along with subcontractor staff, for compliance in accordance with contract requirements and client expectations.
+ Ensure facility and business practices provides a framework to implement and maintain a Quality Management System (QMS) that is focused on increasing efficiency and complies with the ISO9000 standards.
+ Manage Document Control process to ensure conformance with ISO9000 principals.
+ Demonstrate a high level of commitment to improving quality, delivering more efficient operations and improving customer satisfaction.
+ Monitor building conditions, including hazardous waste disposal, for possible quality control issues or violations.
+ Partner with contractors and site leadership with a collaborative approach to implementation of site EHS regulations, policies, and procedures.
+ Oversee, inspect, audit EHS compliance within IDIQ activities; drive continuous improvements through control implementation for identified risks.
+ Monitor projects for safety or health issues and ensure proper permits are obtained.
+ Provide administrative and technical direction regarding all corporate safety and health programs, procedures, and policies.
+ Manage HAZCOM Program and ensure compliance
+ Maintain and update all Safety Data Sheet information, analyze data / reports, and make recommendations for improvements.
+ Develop specific task training and train employees on all shifts
+ Perform task-based Job Hazard Analysis (JHA) for various activities and disciplines
+ Review and maintain accurate data for all training certifications and corresponding expiration dates
+ Collaborate with the Corporate Quality/Safety Department implementing and monitoring key policies and programs.
+ Investigate complaints and report findings to both Project Manager and Corporate Safety Department.
+ All other duties as assigned by Project Manager.
+ Must be willing to be part of the after-hours notification and escalation protocol.
+ Must wear personal protective equipment such as safety glasses, safety shoes, hard hats, and hearing protection where the company requires.
QUALIFICATIONS:
+ Minimum of three (3) years’ safety and QC experience providing direct support to mission critical facility, physical plant, and IT operations. Experience in data center preferred.
+ Minimum of 5 years of experience in a leadership role overseeing EHS programs within data center or critical infrastructure environments.
+ In-depth knowledge of EHS regulations, standards, and best practices, particularly as they relate to data center operations.
+ Knowledge of EHS Management System Standards such as ISO 14001 and 45001.
+ Knowledge of ISO9000 standards that define the fundamental concepts and principals of quality management.
+ Proven track record in designing and implementing effective EHS programs.
+ Strong leadership, communication, and interpersonal skills with the ability to work collaboratively across global teams.
+ Proficient with CMMS software.
+ Must possess a current, valid state-issued driver’s license
+ Certifications such as Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) preferred.
+ Active Secret Security Clearance Preferred; ability to obtain an Active Secret Security Clearance Required.
+ Must be a United States Citizen.
+ Must work on-site; no telecommuting permitted.
EDUCATION:

+ High School Diploma required.
+ Associate degree or equivalent education and/or work experience and a minimum of 3 years in a mechanical/electrical position within critical facilities (preferably a data center, hospital, semi- conductor, or power plant) required.
+ OSHA 10 and NFPA70E Certified during employment required.
+ Possession of an OSHA approved forklift certification or the ability to obtain one after hire
_(L2)_ _Education & Experience_
+ Associate of Science in Technology degree or equivalent education and/or work experience plus
+ Minimum of 3 years in a mechanical/electrical position within critical facilities (preferably a data center, hospital, semi-conductor, or power plant)
+ OSHA 10 and NFPA70E Certified during employment required.
+ Possession of an OSHA approved forklift certification or the ability to obtain one after hire is required
+ High School Diploma or GED required.
_(L3)_ _Education_
+ Bachelor of Science in Engineering degree or equivalent education and/or work experience normally obtained with 6-8 years’ related experience which includes:
+ A minimum of 5 years in a mechanical/electrical position within critical facilities (preference given to data center, hospital, semi-conductor, or power plant experience).
+ Two to 3 years as a data center technician L2 in a critical facility environment.
+ OSHA 10 and NFPA70E Certified during employment required.
+ High School Diploma or GED required.
PHYSICAL REQUIREMENTS:
+ Primarily walking, standing, and bending with some sitting.
+ Ability to communicate effectively with verbal, visual and listening skills
+ Dexterity of hands and fingers to operate any required equipment as well as to operate computer keyboard, mouse, and other technical instruments.
+ Able to lift and carry heavy equipment, up to 50 pounds.
+ Ability to climb ladders and work on raised platforms.
