Summary:
Yorktown Systems Group is seeking a Deputy Program Managerto provide Survival, Evasion, Resistance and Escape (SERE) Level C Instruction and instructional support services to the U.S. Army John F. Kennedy, Special Warfare Center & School (USAJFKSWCS). The SERE Course is conducted during the Special Forces Qualification Course (SFQC); training is intended for those soldiers whose duties place them at a high risk of isolation or capture, as defined by DODI O-3002.05. The mission of the Special Forces SERE Level C Course is to ensure each student graduates with the confidence and appropriate proficiency level to employ SERE and individual Personnel Recovery (PR) tactics, techniques, and procedures (TTPs) necessary to survive, evade, resist, and escape across all spectrums of captivity and return home with honor.
Specific duties may include, but are not limited to:
- Shall oversee all operational training executed in support of this contract.
- Coordinate with the SERE Psychologist to schedule the required Psychological Evaluations.
- Shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.
- Shall have full authority to act on the Program Manager’s behalf in their absence.
- Shall be present at the “work-site” during all times work is being performed. Shall be available between the hours of 7:30 AM to 4:30 PM, Monday through Friday, except federal holidays or when the government facility is closed for administrative reasons.
- During active Class sessions in the RTL, the DPM will be physically present during training. At a minimum, the DPM must be available via telephone within 30 minutes during active training sessions.
- Assist in generating multimedia training aids and presentations for instructors.
- Shall track, maintain, and update all employee qualifications and certifications, training logs, student evaluations, instructor evaluations and student handouts, not taking guides, and after action training reviews.
- Shall supervise all Contractor personnel, assign all work to Contractor employees, and coordinate with the COR/KO as necessary.
- Shall have the knowledge base to validate training syllabi and instructor guides for academic and operational SERE training.
- Provide support and assistance in the Government-led, SERE Level C course development process, conduct course instruction and course administration (to include completing student training reports and forms), and perform logistical, operational, and administrative activities for the Full Spectrum SERE Level C program.
- Ensure contract personnel are thoroughly proficient and skilled in the TRADOC-approved ADDIE training development methodologies, to include evaluations, analysis, design, and implementation of individual and collective training plans, lesson plans, training scenarios, and POIs.
- Perform all instruction and assist in the Government-led training development process in accordance with (IAW) TRADOC Reg 350-70.
- Manage workload scheduling to provide the required contract support with the understanding that the “duty day” may vary in length depending upon the training scenario, time required to achieve student learning outcomes, and the method of instruction utilized.
- Ensure all facilities and equipment are checked and inspected IAW checklists contained in U.S. Army SERE School SOP.
- Assist in the development and training of newly assigned resident workforce personnel, to include Contractor and Government personnel assigned to cadre positions at the U.S. Army SERE School, as well as provide administrative and support services necessary to facilitate the integration of newly assigned personnel into SERE operations.
- Assist in the design, development, maintenance, administrative support, and execution of a formal In-Service Training Program (ISTP) that is designed to provide structured training in skills and knowledge training to the instructor work force.
- Provide mission support and administrative services necessary to ensure daily operational, administrative support and execution of SERE training.
- Assist in the government-led training development processes related to both student and cadre/instructor training. Personnel assigned to Training Support shall be certified Trainers and/or Evaluators IAW the U.S. Army SERE School Staff & Faculty Certification Plan.
- Provide Human Factors Risk Management Support in accordance with U.S. Army SERE School SOPs and respective POI content.
- Provide accurate and timely contractor manpower and performance reporting.
Job Requirements:
Required Qualifications:
- Shall possess an Associate’s Degree in Business Management.
- Shall have a minimum of five (5) years of documented and verifiably successful management experience in a DOD SERE Level C program.
- This position requires full certification IAW ICP and a graduate of a DOD SERE Level C course. (Substitution for Business Management degree can be seven (7) or more year’s relevant, documented management experience with references).
- Must be a U.S. citizen.
- Must be a graduate from an approved DOD SERE Level “C” High Risk Course.
- Shall have a minimum of four (4) years of service from any military branch, having attained the minimum grade of E-5 within their respective military branch, and an honorable discharge as noted on Copy 4 of the DD 214.
- Possess the physical skills and abilities necessary to perform under this work, which involves high levels of physical and mental stress in the performance of normal duties.
- Able to lift/carry 50 pounds, walk up to four (4) miles per day with 35lb rucksack, climb several flights of stairs multiple times during assigned shift, and provide up to ten (10) consecutive hours of instruction.
- Able to conform to the following physical requirements to be considered suitable for duties:
- Full active range of motion (FAROM) and muscle strength of 5/5 with strong resistance against gravity and examiner of the shoulder, elbow, wrist, hand, hip, knee, and ankle joints;
- FAROM of the cervical and lumbar spine; perform upper body pushing/pulling activities while holding up to 75 pounds of supported weight;
- Perform upper body lateral pushing/pulling activities while holding up to 75 pounds of supported weight;
- Lift, lower, and reach overhead while holding up to 10 pounds of equipment;
- Lift and carry 50 pounds up to 50 meters/10 minutes;
- Lift and lower up to 75 pounds of supported weight vertically from shoulder height to ground, or from ground to shoulder height;
- Stand for 50 minutes with a 10 minute break; navigate uneven terrain, unassisted, for up to 2,000 meters.
- Able to operate in austere field environments.
- Possess a complete physical exam within the last 12 months administered by a medical doctor or physician’s assistant that attests to the employee’s ability to comply with the physical requirements of the contract.
- Receive a favorable psychological evaluation that will be performed by the Government’s SERE Psychologist.
Clearance: Must possess a Secret security clearance.
Location: Camp Mackall at Fort Liberty, NC
Travel: Travel may be required to support training events called Post Training Events (PTEs) located at Fort Bliss, Texas; Joint Base Lewis McCord, Washington; Fort Campbell, KY; Fort Carson, CO; Eglin Air Force Base, FL; AP Hill, VA; and other CONUS locations.
