The DPM Program Controls leads all controls functional teams. On the program-level, the DPM Program Controls leads and directs the controls and administration functional teams in delivering Schedule Management, Document Management, and Budget/Cost Management services. The DPM Program Controls ensures that all services provided by the functional team are provided in as an integrated part of program and project implementation.
Duties & Responsibilities
- Lead client communication:
Provide client with regular progress updates.
Present findings and make recommendations.
Provide client with recommended program enhancements.
- Lead service delivery:
Develop, implement, and monitor adherence to policies and procedures, guidelines, and work instructions.
Provide quality control for all work product developed by the control's functional teams.
Ensure timely delivery of all work product developed by the control's functional teams.
Drive the incorporation of lessons learned into the delivery process of future projects.
- Lead coordination with other program delivery participants (client, Project Management):
Integrate Controls resources with project implementation teams.
Ensure consistency in project delivery and controls across all program elements.
- Upcoming major initiatives:
Development of Controls plan (as part of Program Management Plan).
Development of Controls policies and procedures.
Development of Controls reporting.
Configuration of PMIS system (Kahua).
Planning and implementation of cross-application (Kahua, P6, etc.) reporting.
Minimum Requirements
- Must be a self-starter that is reliable, responsive to client needs, professional, and have the ability to maintain long-term relationships with clients and other construction related and business professionals and handle confidential information with discretion and trustworthiness.
- Proficiency with program management software such as Kahua.
- Thorough understanding and experience working on all phases of project execution from planning/ programming, design, procurement, construction, and close-out.
- Must understand construction means and methods.
- Ability to manage a team of staff, of various disciplines, to accurately and efficiently complete deliverables and meet deadlines while motivating teams to produce quality materials within tight timeframes and simultaneously manage several assignments.
- Strong communication (verbal and written) and superior active listening skills.
- Learning oriented, creative and possess advanced problem-solving skills and the ability to transfer prior experience to new projects.
- A minimum of 15 years of experience related to program and project-level controls on major construction programs.
- Aviation sector controls experience.
- BS/BA Degree in Civil Engineering, Construction Management or another construction related subject.
- An established track record of effective leadership of controls teams for public clients.
