Basic Function
Plans, directs, and controls the performance of various departments within Facilities Maintenance; provides leadership and support to assigned staff/personnel to ensure that individual employees have the tools, equipment, budget, training, knowledge, and motivation to perform their respective functions correctly; communicates to individual employees how their own specific role fits into the corporate organization and highlights their connection to meeting overall Agency goals; and promotes the need for subordinate management to remain focused on their own role in achieving qualitative and quantitative standards and goals.
Example Of Duties
- Provides leadership and plans, directs, and controls the performance of the various departments within Facilities Maintenance
- Provides policy direction to assigned departments, directing the establishment of goals and major priorities, and advising in the development of strategies
- Communicates with superiors, peers, and assigned staff regarding appropriate information and direction
- Resolves departments′ major problems and personnel matters
- Monitors activities of assigned departments to ensure conformance with goals and objectives of reporting unit and eliminate impediments to peak performance
- Participates in the development of Metro's regional long-range strategic plans, Environmental Impact Statements/Reports, budget issues, long-range planning strategies and other reports
- Oversees capital and operating department budgets
- Chairs and participates in various committees and task forces
- Consults with and advises Metro executive management on policies and activities
- Prepares and presents reports to management, Metro′s Board of Directors, outside agencies, and the public
- Formulates policy recommendations for the Board of Directors and advises on related issues
- Ensures staff compliance with policies, rules, procedures, regulations, and practices and adherence to labor contracts
- Leads staff participation and/or participates in facilities maintenance planning, design, technical review, and start-up integration/coordination
- Collaborates with Maintenance of Way (MOW) Engineering staff for major repairs and development of capital projects
- Discerns complex issues and the impact on operations within and outside the department
- Interacts with multiple department leaders, and coordinates and negotiates internal and external agency activities to support department
- Ensures implementation of programs and procedures to improve service quality, increase employee and service productivity, and maintain sound fiscal practices
- Represents Metro before public agencies, the business community, labor unions, and the public
- Directs the conducting of studies, investigations, and analyses at the direction of executive staff and Board of Directors, including reports of findings and recommendations
- Meets with officials on programs, proposals, and related issues
- May be a voting member on certain regulatory agencies or committees
- Keeps current on laws, regulations, and rules concerning bus and rail activities
- Trains and develops management staff
- Supervises, motivates, and evaluates assigned staff
- Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees

Requirements For Employment
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:
Education
- Bachelor's Degree in Management, Engineering, or a related field; Master′s Degree in a related field preferred
Experience
- Five years of relevant senior management-level experience in facilities maintenance and/or construction management; some positions in this class may require specialized experience in area of assignment
Certifications/Licenses/Special Requirements
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
- Occasional exposure to chemical, mechanical, electrical, physical, and weather hazards during site visit
Preferred Qualifications

The following are the preferred qualifications:
- Experience rehabilitating rail and bus maintenance facilities, rail stations, bus stops, escalators and elevators systems, bridges and tunnels maintenance, solar power system, and electrical charging stations for electric buses.
- Experience developing Facility Rehabilitation Capital projects from inception to culmination without major interruption to existing facility operations.
- Experience working with local utility companies, leading manufacturers/suppliers, and local & state regulatory compliance.
- Experience developing Standard Operating Procedures (SOPs) and maintenance procedures for facility maintenance departments (rail & buses).
- Experience providing 24/7 engineering support for any major incidents on Rail and Bus facilities.
- Experience inspecting and commissioning new rail lines, maintenance facility systems, new rail stations, bus stops and new bridges and tunnels.
Knowledge:
- Theories, principles, and practices of facility maintenance, engineering, and electrical/electronic systems
- Applicable local, state, federal and regulatory agencies laws, rules, and regulations relating to facilities maintenance
- Applicable collective bargaining agreements
- Administrative principles and methods, including goal setting, program and budget development and implementation
- Public administration
- Capital and operating budgets
- Modern management theory, principles, and techniques
- Human resources and employee/ labor relations policies
- Applicable business software applications
