General Statement of Duties:
Under the guidance and direction of the Director of Residential Operations: assist in planning, directing and coordinating of all activities within the department; ensure that the established goals and objectives of the agency and the department are accomplished; recommend and assist in the formulation of the Department Goals and Objectives; service as an integral member of the Residential Management Team.
ESSENTIAL JOB FUNCTIONS:
The following is a summary of the essential functions of this job. The incumbent may perform other duties, both major and minor, that are not mentioned below, and essential functions may change from time to time.
- Promote and adhere to all elements of the Agency's CQL outcomes and Core Values and demonstrate knowledge and commitment to the Arc's Mission.
- Ensure protection from abuse, neglect, mistreatment and exploitation in regard to the health, safety, comfort, and well-being for the people we support by adhering to all related policies.
- Assist the Director of Residential Operations and the Director of Residential Supports with policy development or revision as needed.
- Assure that the Director is apprised of all significant occurrences within the department per agency and OPWDD guidelines.
- Provide Director with all necessary reports and documentation on a timely basis.
- Responsible for oversight of those positions identified on the organization charts, to include disciplinary actions, evaluations, approval of benefit time off, and time and attendance.
- Maintain adequate staffing levels in IRAs, to include approval of time off for DSPs.
- In conjunction with the Corporate Compliance Office, and the Compliance Manager, follow up on BPC activity and ensure compliance with regulatory standards.
- Monitor adherence of documentation standards and follow up accordingly.
- Monitor compliance with all annual renewals, to include but not limited to; DDP2s, assets, spending plans, money management plans, assessments, financial renewals and occupancy agreements.
- Conduct ledger audits to ensure policies are followed as written.
- Monitor fire drill adherence, signing off on all drills and ensuring fire evacuation plans are reviewed and updated at least annually, or more frequently if needed, making recommendations for further training and/or retesting.
- Conduct routine site visits.
- Monitor physical plant concerns and ensure resolution.
- Conduct minimally monthly staff meetings to include meeting minutes.
- In cooperation with the Residential Support Department, ensure new hires are assigned a department mentor and receive complete onboarding, once all other training is complete.
- In cooperation with Financial Management, ensure people we support's funds are spent appropriately & timely, following department policy (i.e. clothing allowance, HEAP, etc.)
- Assist in department strategic planning process.
- Foster an environment that follows a chain of command for communication between staff.
- Assist with family communication and concerns.
- Assist with securing coverage for open shifts as able.
- A member of the Residential Operations management team. Responsible for the regular review and revision of the staffing plan for each IRA based on the needs of the people who reside there.
- With assistance from the scheduling team, responsible for adequate staffing levels at all times.
- Ensure all job evaluations for House/Program Manager and DSP Core Competency Evaluations are completed by the supervisors.
- Ensure quality standards are met for all waiver supports provided within the IRA.
- Ensure efficient operations of homes, to include promptly filling vacancies for people we support; to include the screening & admission process.
- Participate in Preliminary Incident Review meetings for people living in their homes, as needed.
- In conjunction with the Plan Writers, assist in the completion of admission/discharge paperwork for people entering or leaving the program.
- Assist with follow-through recommendations from the Preliminary Incident Review (PIR) and OPWDD Form 149, for assigned houses. Assures this information is complete and supporting documents are provided to the Corporate Compliance Office.
- Work directly with the RNs for their assigned houses for any medical issues/concerns, as needed.
- Monitor and oversee the purchasing of equipment and supplies; recommends necessary purchases to the Director assures that necessary resources are available to direct support staff.
- Assist the House/Program Managers in maintaining a full complement of fully trained staff and assist with training as needed.
- Complete Job Improvement Plans, Counseling Memos, Counseling Statements as needed, with input and direction from the Director.
- Timely review for accuracy and approves and processes time sheets in Deputy, to include all supporting documentation.
- Participate in the on-call system on a rotational schedule, acting as an administrator in that role, during non-business hours. Responsible for providing support and guidance to the supervisors on-call.
- Serve as a member of the Leadership Team or Supervisory Team as directed.
- Develop and maintain current policies and procedures.
- Report all incidents of federal, state and local law enforcement agencies presenting search warrants, subpoenas for information or testimony from Agency personnel or any unannounced visits to supervisor.
- Promote and adhere to all elements of the Agency's Corporate Compliance and HIPAA policies.
- Maintain and promote confidentiality in accordance with the Agency policy.
- Comply with all aspects of the Agency's Safety Policy.
- Serve on Agency committees as assigned.
- Attend meetings as dictated by your job responsibilities and/or as assigned.
- Attend and complete all mandatory training.
- Adhere to scheduled hours and submit completed timesheets to supervisor on time each payroll period.

Education and Experience
Any combination equivalent to education and experience that provides the required knowledge and skills.
Typical qualifications would be equivalent to:
- Bachelor's degree in the field of Education, Psychology, Human Services or related fields, or certification which meets the QIDP guidelines, AND
- Five years' experience in the field of developmental disabilities, three of which much be in a supervisory capacity, OR
- Certified NYS Licensure in a medical or Health related field and eight years experience in the field of developmental disabilities, three of which are in a supervisory capacity.
