The County of Riverside's Facilities Management Department is seeking its next Deputy Director of Facilities Management!
Under direction of the Department Director, the Deputy Director plans, directs, manages, and oversees the department operational activities of the Maintenance and Energy Management Divisions. O perational functions relative to the assigned area of responsibility include budgetary responsibilities and fiscal accountability which will encompass overseeing the $36.3 million budget of the Maintenance Division and the $18.7 million budget of the Energy Management Division. Additional r esponsibilities will include overseeing all maintenance within the County which will include the support of approximately 8.2 million square feet of space and 300 buildings as well as presiding over fire safety of County facilities. The Deputy Director will also directly manage five administrative staff and four regional superintendents and must have the ability to manage the day to day administrative tasks of following and applying discipline procedures and acting as a mentor to their workforce. Other duties include analyzing energy usage and conservation tactics.
This position serves as the primary liaison between Facilities Management and various County officials, contractors, vendors, and internal/external stakeholders involved in capital projects or other department activities. The Deputy Director of Facilities Management may assume the responsibility of the Assistant Director in their absence and is responsible for relieving the Director of administrative responsibilities as required.
The ideal candidate will be a professional and strong leader within the public sector. The Facilities Management Department is seeking customer service oriented individuals with a solid background in a building maintenance trade including but not limited to: HVAC, plumbing, or electrical. The Deputy Director must be able to manage a large workforce, show the capacity to multi-task, and manage a diverse array of projects.
This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (8) of the County Management Resolution and serves at the pleasure of the Director of Facilities Management.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.
Meet the Team!
Riverside County Department of Facilities Management provides property management and operations services for county owned and leased facilities throughout the 7,200 square miles of Riverside County and over 14 million square feet of space. The department is responsible for keeping county buildings safe, comfortable and productive for both county staff and the public.
EXAMPLES OF ESSENTIAL DUTIES
• Plan, organize and direct the activities of a major division of Facilities Management through subordinate staff involved in facilities maintenance, including environmental services, and capital projects/programs.
• Assist in the development and preparation of a division budget; monitor expenditures and review internal controls for fiscal and business operational purposes in accordance with unit/division standard operating procedures and applicable local, state and federal rules and regulations.
• Review and evaluate funding proposals; ensure program objectives and project deliverables are met.
• Establish work priorities; assist in the development of organizational goals and objectives, and evaluate employee performance; establish employee developmental plans and administer all applicable personnel policies and procedures in accordance with departmental and regulatory requirements.
• Review and develop recommendations on administrative programmatic policy and operational issues and changes; propose policy recommendations to executive management, various boards, commissions, community groups, and Board of Supervisors, as required; research and interpret federal, state and local legislation and regulations.
• Prepare presentations and/or written reports to apprise the Board of Supervisors, County Executive Officer and other public officials relative to the status of essential programs and mission critical projects.
• Maintain effective communications with internal/external stakeholders, (e.g., contractors, County departments and other departmental staff) involved in core business activities within the assigned area of responsibility; analyze, investigate and make recommendations relative to complex, sensitive and controversial matters; prepare and review a variety of correspondence and reports.
• Promote employee engagement, and strengthen citizen participation and community organization involvement in the planning, development, implementation, and evaluation of division programs and projects.
• Identify and leverage multiple funding sources; review complex federal and state agency and private grant-funded opportunities; prepare grant applications, negotiate contract terms and ensure compliance.
• Based on division assignment, coordinate and direct a project of the planning, design and construction of County facilities; develop and manage an annual capital improvements program; direct the development of major maintenance repair and alteration projects for existing facilities; develop and implement County facility construction policies and procedures.
• In the absence of the Director and/or Assistant Director, approve the release of information regarding the assigned division to the news media and the community.
MINIMUM QUALIFICATIONS
OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in business or public administration, behavioral science, social science, political science, public policy, urban studies, education, marketing, economics, environmental sciences, geography, architecture, engineering, or related field to the assignment.Depending on area of assignment, the required education may be substituted by a valid certification of registration as an Architect issued by the California State Board of Architectural Examiners or a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers. (Candidates licensed, certified or registered as an Architect or Civil Engineer in another state must be able to obtain California registration within one year.) (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Four years of public agency experience in a management or administrative capacity, which included responsibility for a major program or division and which further included responsibility for directing the activities of subordinate supervisors or for managing policy, planning, program budgeting, staffing, and coordination with other similar management programs.(A master's degree from an accredited college or university in public or business administration, social science, political science, public policy, urban studies, marketing, economics, environmental science, geography, or related field to the assignment may substitute for one year of the required experience.)
OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree in business or public administration, behavioral science, social science, political science, public policy, urban studies, education, marketing, economics, environmental sciences, geography, architecture, engineering, or a related field to the assignment. Depending on area of assignment, the required education may be substituted by a valid certification of registration as an Architect issued by the California State Board of Architectural Examiners or a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers. (Candidates licensed, certified or registered as an Architect or Civil Engineer in another state must be able to obtain California registration within one year.)
Experience: Four years of professional experience in contract administration related to the planning, design, coordination, and construction of public or institutional facilities, of which a minimum of two years must have been at a senior management level with responsibility for budget planning and control, along with supervision of subordinate professional staff. Qualifying experience concerned with the design and construction of facilities should preferably have been gained with a federal, state or local government agency or large public/quasi-public institution such as a university or hospital.
OPTION III
Education: Graduation from an accredited college or university with a bachelor's degree in business or public administration, architecture, engineering, or a related field to the assignment.The required education may be substituted by a valid certification of registration as an Architect issued by the California State Board of Architectural Examiners or a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers. (Candidates licensed, certified or registered as an Architect or Civil Engineer in another state must be able to obtain California registration within one year.)
Experience: Four years of professional architectural or structural civil engineering experience including two years of technical, managerial, financial, and political processes involved in the planning, design and construction of public facility construction projects.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
