The County of Riverside's Transportation and Land Management Agency has an opportunity for a Deputy Building Official (TLMA Administrative Services Manager) to manage the Building and Safety Division located in Riverside.
The County of Riverside is seeking a highly experienced building and safety professional to serve as the Deputy Building Official (TLMA Administrative Services Manager). The Deputy Building Official will be responsible for providing auxiliary leadership to the Building & Safety Department comprised of approximately 50 employees responsible for critical services including: permit issuance, plan review, building inspection, planning case intake, ordinance interpretation and responding to inquiries related to general zoning and land use. The incumbent will play a critical leadership role and under guidance of the Building Official, will be responsible for public presentations, meetings and projects, and other ventures which require collaboration with local leadership. This position will also assist and strategize with the Building Official in functions such as budget, contracts, audits, and other administrative functions.
The Department desires a proven leader with exceptional communication skills that can contribute to an environment of high performance and customer-centric service. Candidates with a broad range of experience in partnering with local agencies, municipalities and other organizations are highly desired. Additionally, candidates experienced in Building & Safety laws and regulations are highly desired.
The TLMA Administrative Services Manager is an advanced journey level classification and reports directly to a TLMA Deputy Director. The TLMA Administrative Services Manager is distinguished from the Department Head in that the latter is responsible for managing, directing and controlling all activities of the assigned area, whereas the former functions with significant autonomy and works directly to support the Department Head's operational objectives.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.
Meet The Team! The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for six county departments. They are the Planning Department, Building & Safety Department, Transportation Department, Code Enforcement Department, Environmental Programs Department and the Administrative Services Department.
EXAMPLES OF ESSENTIAL DUTIES
Assist in planning, organizing, reviewing, and evaluating the activities and performance of
Building & Safety Department programs to ensure their effective and efficient operation; assist in the development of departmental or programmatic goals, objectives, and policies for areas within the department.
Participate in the development and implementation of operating and administrative policies; participate in the development of new programs to facilitate long and short-term strategies within department and provide support in the area of financial planning, including evaluating major plans such as capital budgeting, planning, and investigation of financing methods.
Plan, direct, and provide administrative support in administrative areas such as procurement and contract administration; direct the resolution of complex departmental administrative problems; interview, hire, train, and evaluate performance of subordinate staff; assist in planning, organizing, and administering the department's annual budget.
Interact with members of the Board of Supervisors and their staff regarding community issues and/or constituent complaints; make presentations at Board of Supervisors meetings, city council meetings, municipal advisory council meetings, and community/social interest groups.
Facilitate the coordination of office activities with other County departments; design and maintain tracking and administrative processes; coordinate the training and rotation of staff.
Prepare or supervise the preparation of a variety of complex fiscal and management reports and correspondence; perform special studies.
Represent the Building Official at meetings and conferences.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in engineering, business administration, public administration or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: T hree years of professional experience functioning in a managerial, supervisory or administrative capacity within a Public Works department or organization, which involved responsibility for administration, planning, organization, and implementation of a variety of complex programs and projects. (A master's degree from an accredited college or university in administration, management or a related field to the assignment may substitute for up to a year and half of the required experience.)
Desired License/Certification: Possession of a Building Inspector, Combination Building Inspector, or Plans Examiner issued by the International Code Council (ICC), and/or license as a Civil or Structural Engineer issued by the State of California Board for Professional Engineers are highly preferred.
Knowledge of: The principles and practices of public and business administration and organizational analysis; principles and practices of building inspection, regional planning, plan review, permit issuance, and land use enforcement; budgetary and personnel management fundamentals; general and governmental accounting principles and standards; laws, regulations, ordinances, and codes affecting building construction, zoning, regional planning, ordinance enforcement, and land use; modern office practices, forms and equipment, including the application of computer systems to accounting, budget and other financial functions; principles of supervision and staff utilization.
Ability to: Analyze complex administrative problems and challenges; reach practical and logical conclusions and develop/implement solutions; plan, organize, coordinate, control, and evaluate public work programs, projects and studies; coordinate project activities with management, elected officials and representatives of other agencies and departments; plan, organize and direct the work of others; direct a variety of systems, programs, organization, and financial analyses; analyze, interpret and explain detailed information such as the provisions of state statutes, local ordinances, contracts and permits; interpret and accurately review citations, public complaints and formal appeals; establish and maintain effective working relationships; prepare comprehensive, clear, and concise reports and correspondence; speak effectively.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
