About the Job
The County of Riverside's Agricultural Commissioner's Office has an opportunity for a Deputy Agricultural Commissioner- Sealer for Riverside.
The Deputy Agricultural Commissioner will oversee the management of various functional divisions within the Agricultural Commissioner's Office, such as Administrative Services, Consumer Protection, Direct Marketing, Qualification of Fruit and Vegetable Standards, Pest Prevention and Detection, Apiary and Weights and Measures Enforcement. In addition, they will be in charge with the Williamson Act program for Riverside County Agricultural Commissioner's Office, management of the Consumer Protection Division contracts and funds, and ensure proper utilization of training, facilities, supplies, equipment, and other duties as the Agricultural Commissioner's Office requires.
The Deputy Agricultural Commissioner-Sealer is a deputy director level classification and receives administrative direction from the Agricultural Commissioner, but technical guidance in the resolution of day-to-day operational problems is provided by the Assistant Agricultural Commissioner.
The Deputy Agricultural Commissioner-Sealer is distinguished from the Assistant Agricultural Commissioner-Sealer classification by the latter's responsibility to assist in the management and direction of the Agricultural Commissioner's Office.
Highly preferred candidates will possess both California State License as a Deputy Agricultural Commissioner and as a Deputy Sealer of Weights and Measures, increasing responsible experience and knowledge in weights and measures programs.

EXAMPLES OF ESSENTIAL DUTIES
• Serve as the principal liaison between agricultural or weights and measures industry representatives or the public and the Agricultural Commissioner's Office on difficult technical or controversial matters within his/her functional division.
• Plan, organize, direct, and coordinate through subordinate supervisors, all aspects of a comprehensive Agricultural or Weights and Measures program.
• Prepare or supervise the preparation of comprehensive reports, Board of Supervisors correspondence and press releases; make oral presentations and explain the department's policies and positions on various issues.
• Analyze, evaluate, develop, and implement department programs, services, policies and procedures consistent with sound management techniques; keep abreast of legal and technical developments and alter procedures and programs as needed to accommodate these changes; develop new programs or expand existing programs through addition of new revenues to meet demand for additional services; prepare progress reports on programs and projects for submission to the Agricultural Commissioner and state and federal agencies.
• Review violations and direct the preparation of evidence for possible legal action; act as departmental advocate in civil administrative hearings; assist the offices of the District Attorney, County Counsel and Attorney General in preparing for the prosecution of agricultural and/or weights and measures violations.
• Participate in the recruitment, selection, training and evaluation of employees; participate in the progressive discipline and grievance processes; assist in developing department work rules and personnel policies and procedures.
• Confer with other division heads regarding the most efficient and effective use of department resources and provide recommendations to the Agricultural Commissioner.
• Participate in the preparation and management of a division budget, including the on-going monitoring of revenues and expenditures; assist in the preparation of the annual department budget; may assist in the preparation and maintenance of the department budgetary and fiscal control program; may review expenditures for compliance with the approved budget plan.
• May develop programs for effective department utilization of facilities, supplies, equipment and other property; may maintain an inventory control system and initiate requisitions for new or replacement equipment and supplies.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree specializing in one or more of the disciplines of agricultural, biological, chemical, physical sciences, or a related field to the assignment. (Additional qualifying experience may be substituted for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)
Experience: Three years of increasing responsibility working in agricultural and/or weights and measures inspection and enforcement with at least two years in weights and measures.
Knowledge of: The principles and techniques of public administration including program planning, personnel management, and budgeting; County, State, and federal laws pertinent to the operations and administration of a County Agricultural Commissioner's Office; sciences of entomology, plant pathology,nematology, botany, biology, zoology, and ecology, the uses and hazards of chemical pesticides; and/or the science of metrology.
Ability to: Plan and organize programs and projects and to develop effective operating policies and procedures to implement them; effectively train and supervise a group of subordinates; interpret and apply relevant laws, rules, and regulations; establish and maintain effective working relationships with superiors, subordinates, landowners, agricultural and weights and measures related business representatives, professionals associated with the regulated industries and representatives of other government regulatory agencies; analyze problems; reach practical and logical conclusions and adopt effective courses of action; prepare and present clear and concise reports; communicate effectively both orally and in written form; develop reasonable budget estimates; monitor and control expenditures.
Other Requirements
License: Possession of a valid California State License as a Deputy Agricultural Commissioner or as a Deputy Sealer of Weights and Measures is required. Possession of both licenses is preferred.
Possession of a valid California Driver's license.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
