About the Job
Noblis is seeking a cleared and experienced Cybersecurity Specialist SME to support an Intelligence Community (IC) organization in the fast-growing National Security Sector in Bethesda, Maryland.
Responsibilities include:
- Develop, collect, analyze, and report cybersecurity data to respond to customer requirements and inform senior executive actions.
- Respond to congressional inquiries on cybersecurity issues.
- Draft data analysis reporting and collaborate with the cybersecurity team for inclusion into annual FISMA reporting, as well as other reports and briefs supporting customer requirements.
- Develop assessment criteria (metrics, measures, key performance indicators) through critical evaluation and interpretation of IC policies, standards, strategies, and initiatives.
- Integrate data from internal and external organizations to enhance cybersecurity situational awareness.
- Coordinate and collaborate with database managers to validate operations to ensure successful migration for historical data.
- Participate and coordinate with internal and external cybersecurity teams to meet customer requirements for governance, policy, standards, and strategic planning.
- Analyze and evaluate existing and emerging technologies to recommend strategies to support and enhance mission requirements and data collection.
- Draft technical documentation (i.e., user manuals, standard operating procedures (SOPs), metrics, and measurement data dictionaries, etc.) to support job functions.
- Author and review policy and directives for the federal government.
- Experience with Zero Trust Architecture (ZTA), documentation including strategy development, roadmaps, presentations, and other technical and non-technical documentation.
- Active TS/SCI with Counterintelligence (CI) Polygraph security clearance.
- Bachelor's degree and 12 to 15 years of prior relevant experience; additional experience may be considered in lieu of degree.
- Recent IC agency experience, within the last 3 years.
- Demonstrated experience with the management, operational, and technical aspects of IT Security in a complex enterprise environment. Additional experience in cyber risk management and assessments will be considered.
- Detail-oriented, ability to consistently provide high-quality products that are concise, thorough, and accurate.
- Ability to adapt in response to shifts in customer priorities.
- Excellent written and oral communication skills.
- CISSP certification or similar certificate preferred.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
