About the Job
The County of Riverside Facilities Management Department is seeking to fill a Custodial Services Superintendent position to support the Western Region of Riverside County.
The Custodial Services Superintendent will be responsible to plan, manage and coordinate the custodial operations and general security activities of County operated buildings and other contract service facilities in an assigned region; to implement custodial programs through subordinate supervisors; and to perform other related work as required.
Incumbents of this classification are responsible for formulating and administering the custodial functions and related programs of an assigned region or geographic area of the County, utilizing available personnel and budgetary resources to accomplish the intent of department policy and assigned goals. Program direction is accomplished through subordinate supervisory personnel for the day-to-day operations of the regional multi-building work group. Incumbents report to the Deputy Director for Custodial Services and participate as mid-level managers in the overall department management group. This class is distinguished from the Deputy Director for Custodial Services in that the latter is responsible for the custodial program for the County and reports to the Assistant Director of Economic Development Agency.

Riverside County Department of Facilities Management provides property management and operations services for county owned and leased facilities throughout the 7,200 square miles of Riverside County and over 14 million square feet of space. The department is responsible for keeping county buildings safe, comfortable and productive for both county staff and the public.
EXAMPLES OF ESSENTIAL DUTIES
• Plans, manages and coordinates the administrative operations and activities of a regional Custodial Services Division work unit. Participates in the development and implementation of Division goals, objectives, policies and priorities; determines the application of departmental and division policies to the work of the assigned custodial unit; exercises discretion in applying general departmental and division goal and policy statements; fixes broad limits and sets goals for the custodial program being administered; sets objectives and creates the functional structure of the regional work unit.
• Works with and serves as the contact point for the Division customers in an assigned region; provides strong and proactive communication and coordination with all appropriate departments, divisions, officials and service customers; conducts inspections of unusual or sensitive complaints; resolves difficult operational or service delivery problems; implements actions that improve custodial processes and enhance customer satisfaction; ensures that work unit activities are completed in a timely and efficient manner consistent with defined policies and requirements.
• Assumes significant responsibility for the preparation and administration of the regional Custodial Services budget; prepares budget estimates and justification for custodial programs; and provides for needed personnel and resources to support existing programs and new facilities; determines the need for contract services and prepares specifications; monitors compliance with terms of contracts through subordinate supervisors; assumes responsibility for a variety of personnel activities including performance evaluations, training, selection and disciplinary actions.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor's degree from an accredited college or university, preferably with major coursework in business or public administration, management, operations, or closely related field that would provide the academic skills needed to manage or supervise business services and labor. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equivalent to 30 semester or 45 quarter units of education.)
Experience: Two years of managerial or supervisory experience which included responsibility for supervising or directing staff and resources to provide a product or service. (A Master's degree in business or public administration, or management may be substituted for one year of the required experience.)
Knowledge of:Core elements of supervision; personnel management; managerial team building; office practices including computer functions/applications; principles and methods of evaluating programs and operations; procedures relating to general management tasks including budgeting, cost accounting and inventory management; core elements relating to the delivery of customer services; and applicable governmental processes.
Ability to: Plan, organize and supervise the work of trades, crafts and labor staff through subordinate supervisors in a regional work unit setting; provide independent leadership and high customer satisfaction; creatively formulate solutions within established policies; communicate effectively within the department organization and with a wide range of outside parties; analyze and resolve problems, consolidate independent functioning supervisors into one efficient and effective regional program; maintain effective working relationships with staff; prepare timely, concise and clear reports; deal tactfully and persuasively with others in controversial situations; speak effectively; explain policies and procedures on a variety of issues relating to the operations of a regional work unit.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
