# Project Overview:
Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located at State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake.
# Job Summary:
This position will be responsible for supervising and directing CSU activities within the ISBL area (Cold End). This will require coordinating with other disciplines within the CSU organization to complete all required testing from component level through integrated operation with the rest of the facility. They are responsible for ensuring CSU scope of the associated mechanical /piping work is completed on schedule, within budget, and in compliance with the project safety standards, the project quality standards, and the design/specifications; as well as performing general functions inherent in all home office and field positions.
Position will initially be in Houston Texas and will move to site at Port Arthur Texas during the execution phase.
# Major Responsibilities:
Specialization & Expertise
+ Provides knowledge and expertise in a particular discipline, subject matter, or specialized process required for CSU (e.g., chemical cleaning, steam & air blowing, meter and relay testing, process operations, nuclear HVAC systems, complex analytical instrumentation such as CEMS, ICs, etc.
Work Planning & Packaging
+ Analyzes assigned activities to determine the scope, time, and resource requirements
+ Plans, schedules, conducts, or coordinates detailed phases of, commissioning, startup, operations, or maintenance for a project, including reviews of designs for plant operability and safety and jobsite commissioning and startup as directed. Performs work involving conventional practice but may include complex features such as conflicting priorities, unsuitability of conventional methods, or difficult coordination requirements.
Turnover Coordination
+ Participates in Construction to CSU turnover walkdowns for assign areas of responsibility
+ Interfaces with the Field Engineer as required to support component/system turnover
Material Mgmt. & Quantities
+ Initiates requisitions for field purchases and prepares quantity takeoffs of field purchased material and equipment
+ Tracks field purchases and other purchases required for CSU using procurement systems or other database programs as required
Quality Control
+ Assists other Start Specialists in interpreting design information, specifications, codes, and regulatory requirements
+ Performs and/or monitors testing of equipment to assure conformance with specifications and compliance with test procedures, that work methods are undertaken safely and activities are supported to meet schedule and cost
ES&H
+ Identifies and resolves/elevates ES&H issues in the field and is a visible 'walk the talk' leader in good ES&H practices
# Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
# Required Knowledge and Skills:
+ Experience on an LNG construction site especially along the U.S. Gulf Coast.
+ Experience in the design of LNG facilities.
+ Experience with large refrigeration systems and compressors.
+ Experience with LNG facilities utilizing APCI C3MR technology
+ Heavy industrial direct hire construction experience in a supervisory role commensurate with the type of work to be undertaken, preferably in a lump-sum turn-key environment.
+ The ideal candidate possesses extensive and a broad technical experience of commissioning, startup, operation, maintenance, and testing of Mechanical/Piping Systems/Components of Oil & Gas Processing Facilities.
+ Good Knowledge and Understanding of engineering systems, applications of startup and operations; and previous experience in Mechanical Commissioning roles.
+ Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.
+ Good leadership skills & able to supervise craft for testing, startup, and operations activity.
+ Understands project workflows from design, estimation, construction administration and coordination, and fabrication.
