Responsibilities for this position include, but are not limited to:
Nature Of Work :
- The following is a description of the professional work within the Miami-Dade County Office of Housing Advocacy (OHA), a division of the Community Action and Human Services Department (CAHSD).
- Employees in this role are responsible for overseeing OHA's services and performing various administrative duties.
- This includes coordinating and connecting residents and their dependents/families to federal, state, and local programs and services.
- The employee is expected to demonstrate a high degree of innovation, resourcefulness, independent judgment, and professional crisis management expertise.
- They will work with tenants, landlords, realtors, property managers, civic and community partners, and other key stakeholders as it relates to countywide services for residents.
- Duties may include supervising interns and clerical staff, coordinating onsite services and informational sessions, preparing reports and grant forms, and assembling documentation.
- The employee is also responsible for performing onsite assessments, identifying program deficiencies, and developing corrective action plans to address these issues. Monitoring ongoing contracts from a programmatic/planning standpoint to ensure compliance with federal, state, and Miami-Dade County guidelines is also part of the role.
- Additionally, the employee will assist with hosting monthly OHA meetings, ensuring OHA's presence in the community, and representing the department at community events and meetings to share information about OHA's services.
- Furthermore, employees in this role are responsible for developing, enhancing, and implementing strategies, plans, and programs to ensure ongoing identification and engagement of stakeholders throughout the whole community to improve local abilities to prepare for, respond to, recover from, and mitigate the housing affordability crisis.
- They may also have access to sensitive and protected information regarding the crisis faced by the community and the community's ability to respond to that crisis.
- This work involves the development and ongoing utilization of diverse planning teams to ensure representation of the whole community, including government agencies, civic leaders, businesses, social, faith-based humanitarian, education, advocacy, and professional community-based organizations.
Under the supervision of the Division Director and Program Coordinator, the Crisis Engagement Advocate is responsible for coordinating the following tasks:
- Serve as the OHA Liaison by telephone and/or onsite, for municipalities and community partners seeking assistance from OHA during a crisis engagement activity.
- Create, plan, and oversee the referral process, specific to the onsite crisis engagement activity. To include the collection of information from residents and provide referral guidance information when appropriate.
- This includes conducting a comprehensive assessment, gathering identifying and demographic information, and providing recommendations to the Division Director and Program Coordinator.
- Follow-up/follow through with County or Municipal agencies as it relates to programmatic services and housing resources. Ensure that referral resource information is accurate and updated regularly.
- Responsible for the assessment, referral, management, and development of crisis engagement plans for Miami-Dade County's at-risk and most vulnerable population.
- Acquainted with home and community-based services available in the community to meet identified needs.
- Knowledgeable of housing search resources and rental and utility assistance support.
- Works directly with team members or with their team leaders to estimate sources needed, plan activities and negotiate consensus among individual team members on their appointed tasks.
- Oversees and monitors work or parts of the work assigned to third party contract the agency.
- Creates and utilizes Gantt charts, spreadsheets, or other appropriate tools to manage the progress of each assigned project.
- Generates various documents, schedules, records, project reports, emails, meeting agendas, minutes of meetings, and status reports for approved projects.
- Attends various meetings with the agency, third-party members, and other County departments to disseminate information regarding policies, procedures, and regulatory guidelines regarding the use of federal funding for private and public projects.
- Represents the department at meetings with the public and outside agencies. Develops report or evaluation document(s) for closed projects.
- Organizes, coordinates, and manages crisis engagement project status meetings. Monitor the quality of services being provided. Conduct reassessments and revise execution plans, as needed.
- Assists with creating and overseeing the allocated budget for projects; submits certain sections of large- scale project budgets to senior management for review and approval.
- Facilitates activities to meet performance objectives and adhere to the work plan/scope of service and budget to ensure compliance, and reports back to senior management, the agency, or the funding organization via monthly or other progress reporting.
- Respond to emergency or priority situations accordingly.
- Establishes partnerships with community-based organizations to facilitate the availability and provision of needed services to families.
- Participates in ongoing in-service training, workshops, and educational classes for personal development.
- Activities and families' information are entered into the Case Worthy Management system.
- Provides support, including scheduling consultants and experts, for training and technical assistance so parents
- Performs other related duties as assigned.

Knowledge, Abilities, and Skills:
- Considerable knowledge of Miami-Dade County community resources and Community Development Block Grant (CDBG) program guidelines.
- Considerable knowledge of departmental policies, procedures, and techniques in fiscal and program monitoring and evaluation of ongoing contracts.
- Knowledge of the principles, methods, and practices of crisis management and engagement activity.
- Knowledge of research techniques, sources, and availability of current information.
- Knowledge of the principles of management and public administration.
- Knowledge of public relations principles and techniques.
- Ability to establish and maintain effective working relationships with community stakeholders.
- Bachelor's degree is a must.
- Bilingual - needed with fluent English
