Certifications Required: Collection System Grade III and/or Distribution System Grade A
General Purpose
To supervise the maintenance and repair of all water, sewer, and reclaimed water lines within the water distribution, wastewater collection, and reclaimed water distribution systems covering one of the following areas: Sewer Maintenance and Easements; Valve Maintenance; Water Maintenance and Services; Customer Service, Meters, and Hydrants, Sewer Preventative Maintenance; and Construction.
The position is exposed to all types of weather and outdoor elements and responds to on-call after hour emergencies as needed. Responsible for the safety of themselves, the public, and team members. Reviews and approves biweekly timesheets and leave requests. Conducts performance reviews for direct reports. Responsible for training, mentoring, supporting, leading, and coaching a team of staff. In addition to the essential duties listed below, position performs other related duties as required or assigned.
Essential Duties
- Sewer Maintenance and Easements:
- Ensures customer concerns regarding the sewer system are handled in a timely manner.
- Schedules mowing of sewer easements, rights-of-way, and outfalls for access.
- Ensures proper inspection of sewer mains, manholes, and aerial crossings.
- Reviews work orders and service requests to document and record maintenance, inspection, and repair activities.
- Supervises the repair of damaged sewer lines by installing internal push-patches, excavating, and performing point-repair replacements.
- Responsible for service taps on existing sewer mains.
- Valve Maintenance:
- Ensures customer concerns regarding valves and valve boxes are handled in a timely manner.
- Responsible for inspection of valve infrastructure using specialized valve machine and documentation using data-collector.
- Responsible for valve exercise program and meeting program goals.
- Supervises locating, adjusting, repairing, and replacing valves.
- Coordinates the scheduling of valve operation for distribution system shutdowns.
- Oversees inspections and adjustments to utility infrastructure within roadway and rights-of-way.
- Water Maintenance and Services:
- Ensures customer concerns regarding water mains and water services are handled in a timely manner.
- Supervises the work needed to perform urgent and emergency water main repairs.
- Oversees utility locate program (NC 811 program) and working with contractors to locate and protect utility infrastructure.
- Oversees large taps on existing water mains.
- Responsible for installing, repairing, and replacing water services and sampling stations.
- Customer Service, Meters, and Hydrants:
- Ensures customer concerns regarding water meters and service are handled in a timely manner.
- Responsible for maintaining, repairing, and replacing advanced metering infrastructure (AMI) system including water meters, meter setters, meter boxes, and associated AMI equipment.
- Oversees manual meter reading, disconnections, and connections for billing purposes.
- Responsible for large meter testing program and meeting testing large meeting testing program goals.
- Investigates water quality issues and performs flushing operations.
- Responsible for maintaining and repairing fire hydrants.
- Responsible for distribution system flow testing.
- Sewer Preventative Maintenance:
- Ensures customer concerns regarding sewer backups, overflows, and odors are handled in a timely manner.
- Oversees grease trap inspection program and documentation as part of fats, oil, and grease (FOG) program.
- Responsible for cleaning, inspection, and preventative maintenance and of the collection system utilizing specialized equipment and responsible for meeting preventative maintenance program goals.
- Leads the effort for sanitary sewer overflow (SSO) response, cleanup, remediation, and reporting for SSO compliance.
- Construction:
- Ensures customer concerns regarding construction crew projects and air release valves are handled in a timely manner.
- Performs new installation and replacement of aging water and sewer infrastructure including water and sewer mains, large meters, and special projects.
- Oversees inspections, maintenance, repair, and replacement of water and sewer system air release valves.
- Responsible for urgent and emergency water main and service repairs or replacements.
Knowledge and Skill Requirements
Education and Experience: Position requires a high school diploma or GED, plus specialized schooling and/or on the job training in a specific skill, with four years’ experience working with water and sewer systems and at least one year experience supervising, coaching, and providing leadership; or equivalent combination of education and experience. Ability to effectively communicate information and respond to questions with customers, public, direct reports, and other staff. Ability to solve practical problems and deal with a variety of situations.
Supervision Received: Under direction where objectives are established and the employee plans and arranges own work. Freedom to complete duties as defined by wide-ranging policies and precedents with mid to upper-level managerial oversight.
Planning: Significant responsibility regarding the planning of own work assignments and the work of a group of staff, performing similar type of work.
Responsibility for Work of Others: Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include but not limited to interviewing, hiring, and training staff; planning, assigning, and directing work; performance reviews, rewarding and disciplining staff; addressing complaints and resolving problems. Supervises a small group of staff. Assigns and checks work; assists and instructs as required and performs same work as those supervised, or closely related work, a portion of the time. Content of the work supervised is presents numerous situations to which policies and precedents must be interpreted and applied.
Contact
Public Contact: Regular contact with public where the contacts may be initiated by the employee. Involves both furnishing and obtaining information and may involve attempting to influence the decisions of those persons contacted. Staff should always professionally represent OWASA.
Employee Contact: Contacts with other departments and frequently with individuals in middle level positions; consulting on topics for collaboration or the need for approval of action to be taken.

Position requires obtaining and maintaining a commercial driver’s license to include DOT medical certificate clearance.
Working Conditions: Outside working environment, wherein there are potentially hazardous working conditions (fire, chemicals, electrical sources, heights, dangerous people, etc.) part of the time. While performing the functions of this job, the employee is regularly exposed to work near moving mechanical parts, outdoor weather conditions; frequently exposed to fumes or airborne particles, and occasionally exposed to work in high, precarious places. The noise level in the work environment is usually loud.
