A Crew Leader of Streets/Asphalt provides supervision to a group of Laborers and Equipment Operators engaged in general maintenance and repair work of Asphalt. An employee in this class assigns, inspects, and evaluates the work of skilled, semi-skilled or unskilled workers in a wide variety of tasks. The appropriate Senior Crew Leader works with the Crew Leader to assign areas of work and standards to be met in detail, and the work performed is checked in process and upon completion.

Duties and Responsibilities:
- Supervises the construction, repair, and patching of streets;
- Supervises the existing condition of curbs and gutters, driveways, bike trails, barriers and fences:
- Supervises the clearing of natural and man-made debris from stream beds, culverts, and drainage ditches;
- Supervises the operation of and is responsible for the general maintenance and minor repair of dump trucks, snow plows and spreader attachments, leaf trucks, crew cabs, flushers, Myers and television trucks, sewer self-loaders, backhoes, front-end loaders, graders, tractors and connected trailers, air compressors, air hammers, asphalt recycling machine, Barber Green, refuse compactors, mortar mixers, curb machine, chain saw, acetylene torches, Elephant Vacs, dredgers and others as needed.
- Supervises the pick-up and disposal of debris from City streets, curbs and gutters, rights-of-way, sidewalks, catch basin inlets, dog exercise areas, and the river front;
- Supervises a leaf collecting crew;
- Supervises a snow/ice removal crew for City streets and sidewalks to include, but not limited to spreading sand and/or salt;
- May operate equipment in the absence of Equipment Operators;
- Ensures the safety of employees, pedestrians, citizens' real and personal property, and passing vehicles through the exercise of safe work practices;
- Accurately determines quantity of materials required for job(s) and orders as deemed appropriate.;
- Writes daily and weekly work reports in clear and concise language;
- Provides training to Laborers and/or Equipment Operators;
- Inspects and evaluates the performance of employees supervised;
- Acts for a Senior Crew Leader in their absence as delegated;
- Follows and applies written and oral instructions;
- Reads construction site plans;
- Promotes, enforces and educates staff in the area of safety, maintenance and equipment operation;
- Plans, coordinates, and directs daily operation, including payroll, incident and accident reports, interviewing, hiring, evaluating and scheduling of staff;
- Review plans and specifications to ensure compliance with approved standards, and works with contractors to make necessary corrections or adjustments due to field conditions that render approved plans and specifications infeasible;
- Provides factual data and information for use in preparing operating budgets, and monitors expenditures as budgets are executed;
- Provides liaison between operating officials in City departments/offices and contractors;
- Coordinates and schedules professional services with contractors and other city departments:
- Plan and organize work to be done, provide a source of technical guidance for labor, equipment, facilities maintenance, emergency and environmental assistance;
- Performs related work as required.
Requirements:
Minimum: High School Diploma or GED; three years of experience as a Supervisor or Equipment Operator; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Must possess a valid Commercial Driver's License (CDL), issued by the state of residence. Proper endorsement for the vehicle being driven must be obtained within six (6) months of appointment.
Must be willing to work in inclement weather, weekends, some holidays, and occasional nights.
Qualifications:
- Thorough knowledge of the repair and maintenance requirements in the area of responsibility;
- Ability to assign, supervise, and evaluate the work of others;
- Ability to train and motivate Laborers and Equipment Operators in the performance of their tasks in a safe and efficient manner;
- Ability to follow written and verbal instructions;
- Ability to read construction site plans;
- Physical ability to perform work under adverse weather conditions;
- And the ability to communicate clearly and effectively, both orally and in writing.
Hours: This is a full-time position (on-site), Monday through Friday from 7:00 a.m. to 3:30 p.m.
Salary or Salary & Benefits: This position is expected to be hired at $75,362.00 and up, depending on qualifications. The full class plan salary range is $61,247 - $104,121.
