Knowledge, Skills and Abilities:
Knowledge of conventional, unidirectional, andalternative pipe cleaning and flushing methods;
Knowledge of drinking water quality characteristicsincluding odor, color, clarity, and disinfectant levels;
Knowledge of water distribution system hydraulics;
Ability to apply computer applications to communicatewith others, coordinate, track, and document activities as well as preparecustomer complaint reports;
Ability to complete written or electronic field datarecords;
Ability to formulate and present ideas and findingsclearly and concisely in written, oral, or graphic form;
Ability to interact tactfully and courteously with thepublic and other agencies;
Ability to operate water distribution infrastructure suchas valves, fire hydrants, and blow-offs along with the ability to evaluatemaintenance requirements;
Ability to perform flow and water discharge mathematicalcalculations;
Ability to perform water quality monitoring utilizingfield test equipment;
Ability to read and interpret blueprints, plats, maps,aerial photos, and diagrams.
PHYSICAL/MENTAL DEMANDS
The work is medium work which requires exerting up to 50pounds of force occasionally, and/or up to 30 pounds of force frequently,and/or up to 10 pounds of force constantly to move objects. Additionally, thefollowing physical abilities are required:
Balancing: Maintaining body equilibrium to preventfalling while walking, standing or crouching on narrow, slippery, orerratically moving surfaces. The amount of balancing exceeds that needed forordinary locomotion and maintenance of body equilibrium.
Climbing: Ascending or descending ladders, stairs,scaffolding, ramps, poles and the like, using feet and legs and/or hands andarms. Body agility is emphasized.
Crawling: Moving about on hands and knees or hands andfeet.
Crouching: Bending the body downward and forward bybending leg and spine.
Feeling: Perceiving attributes of objects, such as size,shape, temperature or texture by touching with skin, particularly that offingertips.
Fingering: Picking, pinching, typing, or otherwiseworking, primarily with fingers rather than with the whole hand as in handling.
Grasping: Applying pressure to an object with the fingersand palm.
Handling: Picking, holding, or otherwise working,primarily with the whole hand.
Kneeling: Bending legs at knee to come to a rest on kneeor knees.
Lifting: Raising objects from a lower to a higherposition or moving objects horizontally from position-to position. Occurs to aconsiderable degree and requires substantial use of upper extremities and backmuscles.
Pulling: Using upper extremities to exert force in orderto draw, haul or tug objects in a sustained motion.
Pushing: Using upper extremities to press againstsomething with steady force in order to thrust forward, downward or outward.
Reaching: Extending hand(s) and arm(s) in any direction.
Visual ability: sufficient to effectively operate officeequipment including copier, computer, etc.; and to read and write reports, correspondence,instructions, etc.
Hearing ability: sufficient to hold a conversation withother individuals both in person and over a telephone; and to hear recording ontranscription device.
Speaking ability: sufficient to communicate effectivelywith other individuals in person and over a telephone.
Mental acuity: Ability to make rational decisions throughsound logic and deductive processes.
Talking: Expressing or exchanging ideas by means of thespoken word including those activities in which they must convey detailed orimportant spoken instructions to other workers accurately, loudly, or quickly.
Repetitive motion: Substantial movements (motions) of thewrist, hands, and/or fingers.
Standing: Particularly for sustained periods of time.
Stooping: Bending body downward and forward by bendingspine at the waist. Occurs to a considerable degree and requires full motion ofthe lower extremities and back muscles.
Walking: Moving about on foot to accomplish tasks,particularly for long distances or moving from one work site to another.

Responsibilities:
JOB SUMMARY
Performs specialized field and technical work performingflushing tasks and associated job duties in monitoring, scheduling, andperforming water quality related functions connected with the operation thewater distribution system; works on flushing the water distribution systemutilizing flushing equipment systems and flushing devices utilizing equipmentand technologies that ensure drinking water and surface water discharge incompliance with federal and state regulations; checks and monitors the waterquality in the distribution system; reviews reports and implements maintenanceschedules for equipment to maintain proper water quality and flushing for anassigned area; reviews and monitors flushing equipment; initiates, prepares,and reviews work orders and administratively tracks work orders coveringmaintenance, repairs, and improvements; identifies, describes, schedules, andtracks flushing related plans and activities.
Education and Experience:
High school graduate and (2) year skilled utilities fieldexperience with responsibility for water delivery system, water qualitymonitoring/flushing, flushing related system inspections, and for writing bothcorrective action work order requests and flushing maintenance tracking reportsplus two (2) years of experience as described above; or an equivalentcombination of education, training, and/or experience.
Special Qualifications (May be required depending on areaof assignment):
Florida Driver\'s License.
Assignment to work a variety of work schedules includingcompulsory work periods in special, emergency, and/or disaster situations.
Candidate to obtain and possess a Florida Department ofEnvironmental (FDEP) Certified Water Operators License C.
Candidate to acquire and maintain certification indesignated areas according to area of assignment.
Candidate to terminate employment for failure to achieveand maintain necessary training, education, experience, and required license(s)to perform in designated area of assignment.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)
Makes independent water quality assessments on how tocorrect distribution system water quality issues through flushing and initiatesor performs actions to implement corrections to resolve customer complaints;
Performs independent evaluations and makesrecommendations for installations of Automatic Flushing Devices (AFD), and newblow-offs to maintain water quality;
Performs problem-solving, assembly, part replacement, andinventory activities related to automatic flushing devices (AFDs);
Reviews utility distribution system maps to determinewater source and flow, proper valves, and adequate flushing locations to conductspecific flushing activities throughout the distribution system;
Determines the frequency of flushing activity in an areabased upon acquired knowledge of a water distribution area and what is neededto maintain compliant water quality parameters;
Determines the operational status of valves, hydrants,and blow-offs, and has the knowledge and skills necessary to properly documentthe equipment and the repairs needed so that work orders can be generated forfollow up repairs;
Operates water distribution system infrastructureincluding valves, hydrants, and blow-offs to utilize various flushingtechniques to restore and maintain water quality;
Operates programmable equipment to control and adjustautomatic flushing devices to ensure water quality compliance;
Maintains and operates monitoring equipment and assuresapplicable quality control/quality assurance procedures are followed;
Implements water distribution flushing plan andprocedures using automated technologies for mapping, ARGIS, Collectors andother applications;
Prepares written or electronic reports covering customercomplaints and generates service maps of the water distribution system,calculations, maintenance requirements, and water quality characteristics;
Applies basic water monitoring procedures while utilizingflushing techniques and operating valves, blow-offs, and fire hydrants inconnection with distribution system maintenance and other flushing processes
Monitors, schedules, tracks, and ensures completion ofplanned or scheduled preventative/corrective maintenance flushing, projects,and tasks;
Collects and maintains technical water quality data andevaluates historical trends;
Generates field data records containing the flushinglocations, infrastructure utilized, flow, and water loss;
Maintains inventory of parts and tools required forrepairs;
Responds to customer complaints and offers answers toroutine issues;
Performs other related job duties as assigned.
