Job Summary:
Bechtel is working as part of the Client’s team to provide quality management oversight of the CP2 Contractor’s construction quality control and quality assurance processes. As part of this quality oversight, Bechtel have engaged a local sub-consultant to provide quality resources to undertake the following:
- Material testing (over and above the Contractors testing regime) on behalf of the client, VTA.
- Quality audits of the Contractor’s Independent laboratory and quality processes and systems.
The role is full-time site-based at the field office at the Newhall Yard and West Portal construction site. The Newhall Yard is the site for the launch facility for the Tunnel Boring Machine (TBM) and will also house all the required facilities for operations during construction of the tunnel, including the pre-cast tunnel lining production facility, grout plant, electrical distribution, and muck away infrastructure.
Ahead of the TBM launch, the Contractor will construct a portal and launch shaft utilizing Slurry/Diaphragm Wall methodology. As well as D-Wall installation, the scope includes ground replacement works, dewatering, depressurization, instrumentation and monitoring, strut and waler installation and sheet piling.
A. Supervision Received
On a day-to-day basis on the project, receives operational supervision and technical guidance from the CP2 Construction Manager. Receives functional directions and guidance from Bechtel's Infrastructure Manager of Quality and Six Sigma to ensure consistency.
B. Supervision Exercised
Supervises the quality team assigned to the CP2 project. Quality team members may be employees from Bechtel or from Bechtel subconsultants.
C. Contacts
- Represents the CP2 project during audits conducted by client, management, or regulatory agencies. Maintains contact with CP2 project team members in engineering, procurement, construction, administrative services, testing, operations, decommissioning, and other project personnel, and with client and staff quality personnel. Interfaces with suppliers and contractors on quality-related items. Works closely with the CP2 Resident Engineer, Lead Field Engineer, and Office Engineer to coordinate quality activities of the Bechtel team and the sub-consultant.
Major Responsibilities:
- Ensuring the CP2 project remains compliant against the requirements of the Quality Management System (QMS) for the project.
- Managing all Quality Assurance/Quality Control (QA/QC) activities for the project. Coordinates the activities of Bechtel’s material testing laboratory sub-consultant to ensure the appropriate level of duplicate testing is undertaken.
- Oversight of the construction quality including off-site fabricators, manufacturers, and suppliers’ deliverables as they relate to construction operations.
- Reviewing and approving quality-related procedures prepared on the project to ensure compliance with the project quality program/plan.
- Reviewing and approving quality plans and submittals from Consultants, Contractors, and Suppliers/Subcontractors.
- Developing and maintaining the project quality audit schedule.
- Performing quality audits of contractors’ processes, suppliers’ facilities, Quality Control (QC functions) and coordinating joint BSVII and Contractor’s audits.
- Representing the project during quality assurance audits conducted by clients, management, or regulatory agencies.
- Reviewing project schedules for quality-related activities to ensure timely and effective implementation of the project quality plan requirements.
- Identifying quality problems, initiating documented action, and verifying implementation of solutions. Managing the project corrective action system.
- Recommending corrective actions to project personnel to address observed quality deficiencies.
- Reviewing trending results of quality issues and initiating preventive actions.
- Following up on quality issues and agreeing on necessary preventive actions with concerned functional and project directors and managers.
- Identifying and promoting opportunities for continuous improvement.
Assist the contract closeout effort on behalf of the Construction Management team. Participates in Punchlist walk downs, reviews QC and QA evidence to ensure all requirements have been met. Reviews Contractor’s red-line drawings for completeness and accuracy.
Education and Experience Requirements:
- Bachelor’s degree in construction engineering, Construction Management, or a related field.
- Preferably twenty (8) years of experience, but no less than ten (5) years, in design-build construction quality control management on similar types of construction projects (e.g., heavy civil and tunneling projects representative of planned construction activities).
- Preferably ten (3) years of experience managing independent materials testing and special inspectors who perform tests, inspections, and other procedures during and after execution of work to evaluate whether the actual product incorporated into fixed facilities complies with contract requirements.
- Current U.S. Army Corps of Engineers Construction Quality Management Certification for contractors is desirable.
- Certified Auditor/Lead Auditor ISO 9001:2015 is desirable.
- Registration as a Professional Engineer in the state of California or as a Certified Construction Manager is desirable.
Required Knowledge and Skills:
- Problem-solving skills, influencing others without authority, and maintaining positive relationships with stakeholders.
- Strong leadership, organizational, and communication skills to ensure the successful implementation and maintenance of the project's quality standards and procedures.
- Broad knowledge of the quality principles/tools and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning.
- Knowledge of regulatory requirements and functions which impact the quality program/plan.
- Knowledge of and experience in developing and applying quality standards to the design and construction of civil works. Knowledge of deep excavations (specifically diaphragm wall construction) considered advantageous.
- Knowledge of the application of corrective actions to reconcile nonconforming conditions.
- Proficiency in oral and written communications. Reporting of all quality-related construction documentation in accordance with Fault Tree Analysis (FTA) and/or ISO requirements.
- Proficiency in providing direction and on-the-job training to assigned personnel.
- Proficiency in the use of applicable computer programs.
