Life Cycle Engineering (LCE) is responsible for ensuring our products are Safe, Reliable, Maintainable and delivered on time. Life Cycle Engineering consists of multiple disciplines that support engineering, our program offices and our customers. Our Life Cycle Engineering disciplines participate in the total life cycle of our products from conception to deactivation. Our focus area is product support, including the following disciplines: Reliability System Safety and Supportability.
The AIM-9X Country Manager is responsible for managing all program execution in support of the AIM-9X International PMO. This role is a high visibility, fast moving and complex position requiring a balance of business acumen, technical proficiency, influential collaboration, and cross-cultural customer relationship management skills. The AIM-9X Country Manager will be the Program Manager for some DCS contracts. As such, the ideal candidate understands program management techniques, cost and schedule management, R&O management, proposal processes, earned value, estimates at complete, annual operations plans, global trade/EXIM licensing, and long-range planning (e.g. NBI, five-year plan). The AIM-9X Country Manager will partner across the AIM-9X program office (development, transition to production, production, and sustainment) and functional organizations. This role reports to the AIM-9X International PM.
What You Will Do:
Develop and implement execution strategy for international programs managed.
Assist in proposal development process including gate reviews.
Author compliant BOEs based on objective data, working across functions to establish competitive approaches to winning new business.
Support efforts to ensure predictability in AOP and quarterly EAC reporting.
Drive sustained improvements across critical business metrics such as AOP, EACs and EVMS metrics as well as recovery plans and cogent explanations of variances where applicable.
Manage and track direct/indirect offset projects with stakeholders and offset service providers. Collaborate with PMO to determine innovative approaches to creating profitable offset opportunities.
Manage, prioritize, and track all customer requests with key internal stakeholders in support of timely responses.
Support meetings with key customer stakeholders and PMO leadership team.
Facilitate program management reviews with International Dignitaries and Managers, USG/PMA Management Teams (USN) and foreign customers in the field.
Grow the program and its product(s) (currently 31 FMS customers) by ensuring ongoing customer funding of current contractual requirements, working with the customer to identify and fund further product enhancements.
Qualifications You Must Have:
Typically requires a Bachelor’s degree; preferably in Science, Technology, Engineering, or Mathematics (STEM) or related business field. +8 (eight) years' experience; preferably in business, program management, production, supply chain, and/or logistics support (preferably in both DCS and FMS contracting arrangements)
Experience in developing and implementing program management plans, as well as R&O management
Experience working with external customers; preferably with both commercial and foreign governments, including Europe, Middle East, Asia Pacific, as well as USG and domestic US industry.
Experience developing and reviewing cost proposals, and/or synthesizing Gate Packages for Management Review; prior experience with EVMS
Active and transferable U.S. government issued Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Value:

Strong communication skills and experience presenting to customers and senior leadership
Practical experience with licensing and export/import regulations to conduct foreign transactions pertaining to production and technology transfer to approved foreign governments and entities
Familiarity with Direct and Indirect Offsets Exceptional collaboration skills – within RTX and externally with USN customer, as well as individual international customers
Raytheon Program Management Certification Level 7 with ability to achieve Level 6 within one year. EVMS Level III certification

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
